Mr. Don Litchfield
October 8, 2010
Page 4
maintain methane gas concentrations at the perimeter and temporary monitoring probes to below
the LEL and maintain compliance with the new Title V permit wellhead conditions. SCS will
continue to monitor and adjust all LFG extraction wells to minimize the amount of overpull
while maintaining operational criteria.
During this reporting period SCS performed adjustments as needed on all extraction wells in the
vicinity of LFG Monitoring Probe Nos. GP-9 through GP-12 as directed by the client, in order to
help maintain methane gas concentrations to below the LEL.
Also, during this reporting period, SCS, in accordance with the Title V Permit to Operate,
performed re-monitoring/adjustment of all LFG Extraction Wells which exceeded the oxygen
gas, temperature or pressure requirements as required under the Title V permit as shown in
Table 2.
During this reporting period, at several LFG Extraction Wells oxygen gas concentrations or
pressure had decreased to below 5 percent by volume or achieved a negative pressure in response
to system adjustments. As of the date of this report, SCS has received exemptions from the
SJVAPCD for a higher operating value of 15%oxygen gas concentration at the LFG Extraction
Wells or exemption from the Title V wellhead requirements. Note, due to the recent NOV and
agreement with the SJVAPCD any well that exceeds 15%oxygen will remain shutdown until
resolution of the existing Title V permit.
However, due to surface emissions observed during the previous reporting period, SCS re-
opened several wells to reduce the observed Methane Gas Concentrations at the surface as
authorized by the SJVAPCD during August 2010. A list of the wells that were re-opened is
shown in attachment to this report.
At the remaining extraction wells, SCS is continuing to make adjustments to maintain
compliance with the Title V permit to Operate.
Finally, during this reporting period, temperatures at LFG extraction wells were monitored and
observed to range from 50 to 128 degrees Fahrenheit(Table 2). These temperatures are
considered to be in the low to normal range for anaerobic decomposition. SCS will continue to
test LFG temperatures at each extraction well on a monthly basis in order to develop a database.
This additional information should provide a better understanding of subsurface conditions at the
site.
LFG COLLECTION SYSTEM
Visual observation of the LFG collection system is conducted at a minimum of twice per month.
During these visits, observations are made to ensure no pipe breakages have occurred and
condensate drain sumps remain functional. Minor repairs are completed as required.
On September 3, 14 and 20, 2010, SCS repaired or reconnected the partially separated flex hoses
