3 ENVIRONMENTAL SETTING <br /> 3.1 Location and Topography <br /> Forward Landfill is located at 9999 South Austin Road in Manteca, California at approximately <br /> Latitude 37 52' 94" and Longitude 121 52' 59". The site is located in Section 3 of Township IS, <br /> Range 7E, Mount Diablo Baseline and Meridian (MDB&M) , Section 34 of Township 1N, <br /> Range 7E MDB&M, and Section 10 of Township IS, Range 7E MDB&M. The Assessor's <br /> Parcel Numbers (APNs) for the landfill are 181-150-07, 181-150-08, 181-150-09, 181-150-10, <br /> 201-060-01, 201-060-02, 201-060-03, 201-060-04, 201-060-05, and 201-070-01. The entrance <br /> to the site is from Austin Road on the east side of the landfill. A Vicinity Map is included as <br /> Figure 2-1 and a Site Plan is included as Figure 2-2. <br /> The entire site area is 744 acres based on assessor's parcel information. Approximately 351 <br /> acres of this area is permitted for landfill disposal and the remaining acreage is for buffers, <br /> easements, setbacks, and soil borrow. <br /> The site is located in an agricultural area. The original ground surface at the site was essentially <br /> flat at an approximate elevation of 40-ft above mean sea level (MSL). The South Fork of the <br /> South Branch of Littlejohns Creek (hereinafter referred to as "South Creek") traverses the <br /> southern portion of the site in a south-westerly direction and is tributary to South Littlejohns <br /> Creek (a tributary to French Camp Slough), which ultimately discharges to the San Joaquin <br /> River. The North Fork of the South Branch of Littlejohns Creek (hereinafter referred to as <br /> "North Creek") traverses the northern portion of the site. The North Creek was successfully <br /> relocated from its original location (south of the former Austin Road Landfill which is now part <br /> of the Forward)to the northern boundary of Forward in 2001/2002. <br /> The LFGTE facility is proposed to be located in the northeast portion of Forward Landfill, <br /> directly adjacent to the existing LFG flare. The LFGTE facility will be constructed on <br /> engineered fill at an elevation of approximately 40-ft above MSL, which is the elevation of the <br /> native soil. The maximum height of the proposed plant is 50-ft or approximately an elevation of <br /> 90-ft MSL. The final refuse elevation of Forward Landfill will be approximately 210-ft above <br /> MSL. The LFGTE facility will occupy an area of approximately 0.41 acres of the 744-acre site. <br /> 3.2 Land Use <br /> Pursuant to the San Joaquin County 2010 General Plan and the Development Title adopted by <br /> the County Board of Supervisors on July 24, 1992, the General Plan designation for the landfill <br /> site is A/G (General/Agricultural), and the zoning is AG-40 (General/Agricultural, 40-acre <br /> minimum lot size). The landfill is considered a major impact facility and is operated <br /> conditionally in the AG-40 zone. The South Creek is designated as Open Space/Resource <br /> Conservation (OS/RC). Property to the east, west, and south of the facility is zoned general <br /> agricultural and property to the north is zoned public/institutional.
