drawing, included as Figure 3-1, presents zoning designations and land uses for Forward Landfill <br /> and the surrounding areas. <br /> Adjacent land uses include agricultural lands to the east, west, and south. A criminal detention <br /> and correctional facilities are located approximately 1,900 feet north of Forward and <br /> approximately 300 feet north of the northern property boundary. The Burlington Northern and <br /> Santa Fe Intermodal Facility, a 470-acre train/truck cargo transfer and storage facility, is located <br /> approximately one mile northeast of the site, along the Burlington Northern and Santa Fe <br /> railroad main line. The Stockton Municipal Airport is located approximately one mile west of <br /> the site. The airport's turbojet runway, I IL-29R, is located within 10,000 feet of Forward. <br /> Three residences are located near the site. The unoccupied residence at 9690 Austin Road is <br /> leased by Forward. It is located approximately 500 feet from the landfill and is across Austin <br /> Road from the entrance facility area. Two residences are located on Lynch Road, approximately <br /> 0.5 miles southeast of the site. <br /> 3.3 Hydrology and Water Quality <br /> REGIONAL <br /> Forward is located in the San Joaquin hydrologic basin. Aquifer materials within the basin <br /> consist predominantly of sand mixed with clay and silt layers. <br /> Before the early 1960's, groundwater in the area typically flowed to the west. Since that time, <br /> heavy pumping in the Stockton area caused a northerly component of flow to develop. Salt <br /> water intrusion from the west has resulted in a shift in pumping from west Stockton to east of <br /> Stockton, and a resulting modification in groundwater flow to the northeast. Based on <br /> groundwater elevation contours published by the San Joaquin County Flood Control and Water <br /> Conservation District, the regional groundwater in the vicinity of the site is now typically 15 to <br /> 30 feet below mean sea level (approximately 55 to 80 feet below ground surface) and flows to <br /> the north-northeast. <br /> LOCAL <br /> The project area is underlain by sediments of the Victor formation, which consists of over <br /> 100 feet of clay, silt, and fine to coarse sand. Groundwater within the Victor formation is <br /> generally unconfined. In addition, perched water of limited extent has also been encountered <br /> with the Victor Formation. <br /> Near Forward Landfill, groundwater levels have dropped more than 50 feet from levels measured <br /> in the 1940s and 1950s due to agricultural pumping demand, population growth and drought <br /> (Geologic Associates, 2007). Recent data indicate that groundwater elevations have been <br /> relatively static, fluctuating most significantly following infrequent above average rainy seasons <br /> as occurred following the 1972/1973, 1982/1983 and 1997/1998 winters.
