Austin Road Landfill Health&Safety Plan <br /> Austin Road Landfill,Stockton,California Page 6 <br /> • proper rewarming procedures, <br /> • appropriate first aid treatments, <br /> • proper clothing practices, <br /> • proper eating and drinking habits, <br /> • recognition of impending frostbite, <br /> • recognition signs and symptoms of impending hypothermia,and <br /> • safe work practices. <br /> Tinted eye protection for all workers will be provided when a glare potential(snow or ice)is present. Air <br /> temperature and wind speed monitoring and recording are required every four hours when the <br /> temperature falls below 30°F. <br /> 2.3.7.2 Heat Stress <br /> Experience has shown that the most effective heat stress deterrent is worker awareness and <br /> physiological monitoring. When working in Level C or B protection in ambient temperatures greater <br /> than 65°F,employees will use the"buddy system"to monitor each other's pulse rate at the start of each <br /> test period. If the pulse rate exceeds 110 beats per minute, the employee will take a 10-minute rest <br /> period. The pulse rate shall be monitored again at the beginning of the next rest period and if the pulse <br /> rate exceeds 110 beats per minute,the work period shall be shortened by one-third, until the pulse rate <br /> does not exceed 110 beats per minute. <br /> All employees are to be alert to the possibility and symptoms of heat stress. Should any of the <br /> following symptoms occur(extreme fatigue, cramps, dizziness, headache, nausea, profuse sweating, <br /> or pale clammy skin),the employee is to leave the work area, rest, cool off, and drink plenty of water or <br /> other rehydrating liquids. If the symptoms do not subside after a reasonable rest period, the employee <br /> shall notify the Contractor Project Manager or Project Health and Safety Officer and seek medical <br /> assistance. <br /> 3.0 SITE MONITORING AND ACTION LEVELS <br /> Toxic vapor monitoring described in the following sections will be performed in all areas with a potential <br /> for the presence hazardous airborne substances. <br /> All health and safety monitoring readings will be recorded in a field document and will include the date, <br /> time,weather conditions, and location of the reading. In addition, on a daily basis background readings <br /> will be measured. Table 3-1 and the following paragraphs describe air monitoring for volatile organic <br /> compounds(VOCs)and oxygen. <br /> The vicinity of a waste disposal site may contain isolated quantities of a variety of potentially hazardous <br /> substances. Substances that are of most concern from an inhalation or asphyxiation standpoint are <br /> those that are relatively volatile and are moderately to highly toxic, having odor thresholds higher than <br /> the corresponding threshold limit value (TLV, many organic solvents fall into this category), and <br /> methane. <br /> Field personnel shall use a photo-ionization detector (RAE Systems MiniRAE 2000, Thermo <br /> Environmental 580B Organic Vapor Meter, etc.) and a combustible gas indicator equipped with an <br />
