1-1 1.0 INTRODUCTION 1.1 Purpose and Plan Organization This Partial Final Closure/Post-Closure Maintenance Plan (PFCPCMP) for the Forward Landfill (FL) has been prepared to implement closure of the Stage 1B area at the site. Stage 1 of the FL was divided into two areas, Stage 1A and Stage 1B. In response to actions requested by the Regional Water Quality Control Board (RWQCB), Central Valley Region, Stage 1A was closed in 2006 in accordance with the approved Stage 1A PFCPCMP (dated June 2005, BAS & Associates). The closure of Stage 1A involved approximately 30 acres. Similar to Stage 1A, Stage 1B is proposing an alternative final cover design incorporating an evapotranspirative (ET) final cover consisting of select on-site soil materials. This PFCPCMP has been prepared on behalf of Forward Inc., the owner/operator of the landfill, by SWT Engineering, Inc. (SWT) for submittal to the California Department of Resources Recycling and Recovery (CalRecycle), the San Joaquin County Environmental Health Department (acting as the Local Enforcement Agency [LEA]), and the RWQCB. Stage 1B (approximately 20 acres) of closure is being implemented at the FL and will be performed in accordance with the applicable regulatory standards included in California Code of Regulations, Title 27 (27 CCR), Chapters 3 and 4 and 40 Code of Federal Regulations (CFR), Subpart F. The improvements and systems requiring installation/modification for Stage 1B of this 2011 Partial Final Closure project include the final grading, final cover system, drainage and erosion control systems, landfill gas monitoring/control system, leachate control system, and modification of environmental control systems (i.e., landfill gas monitoring/control system during final cover placement). A description of these closure improvements for closure construction of Stage 1B is presented in this 2011 PFCPCMP. This PFCPCMP is comprised of the following sections: Introduction (Section 1.0) and Existing Environmental Control and Monitoring Systems (Section 2.0) present information which is common to both the Closure Plan (Section 3.0) and Post-Closure Maintenance Plan (Section 4.0). The Post-Closure Emergency Response Plan and Closure/Post-Closure Maintenance Cost Estimates discussions are presented in Sections 5.0 and 6.0, respectively. Professional Certification of Accuracy (Section 7.0), Recordkeeping (Section 8.0), and References (Section 9.0) comprise the remaining sections of this document. 1.2 Setting 1.2.1 Location The FL is located at 9999 South Austin Road in Manteca, California 95536 at approximately Latitude 37052' 94" and Longitude 121052' 59". The site is located in Section 3 of Township 1S, Range 7E, Mount Diablo Baseline and Meridian (MDB&M) and Section 34 of Township 1N, Range 7E MDB&M.
