A site vicinity map <br /> is shown on Figure 1. <br /> 1.2.2 Facility Overview <br /> The FL is composed of the Forward and Austin Road Landfills, as shown on Figure 2. In <br /> April 2001, the County of San Joaquin granted a Use Permit (UP-00-07) to Forward Landfill, <br /> Inc. to combine the former Austin Road Sanitary Landfill and the original FL into a single <br /> disposal facility with a single set of permits. The entire FL site area is comprised of <br /> approximately 567 acres. The landfill disposal area incorporates both existing and future <br /> waste management units. The site is bounded on its east side by Austin Road and on a <br /> portion of its west side by Newcastle Road. <br /> Stage 1B is an approximate 20-acre area as shown on Figure 2. This area includes the <br /> final fill slopes on the north side slope of the FL. As part of this project, the area will be <br /> cleared and grubbed, as necessary, and the closure improvements constructed (e.g., final <br /> cover, permanent drainage, landfill gas system modification, etc.). <br /> 1.2.3 Surrounding Land Use <br /> Pursuant to the San Joaquin County 2010 General Plan, the land use designation for the <br /> landfill is G/A (General Agricultural) and the zoning is AG-40 (General Agricultural, 40-acre <br /> minimum lot size). The San Joaquin County Development Title specifies that Major Impact <br /> Services are allowed in AG-40 zone classification areas subject to a Use Permit. Major <br /> Impact Services, which include sanitary landfills, are defined as land intensive activities that <br /> must be located away from residences or concentrations of people due to the nature of the <br /> operation's impacts. The existing FL is currently operated under San Joaquin County Land <br /> Use Permit UP-00-07 granted in 2003. <br /> The 567-acre site includes an approximate 126-acre portion of the previously owned <br /> California Youth Authority (CYA) parcel north of the FL. The CYA parcel is restricted by the <br /> terms of its acquisition to use as a borrow site, composting, and pre-approved agricultural <br /> uses. <br /> Adjacent land uses include agricultural lands to the east, west, and south. The Northern <br /> California Youth Correctional Center, a criminal detention facility, is located on Newcastle <br /> Road approximately 1,900 feet from the northernmost existing FL disposal area and <br /> approximately 300 feet north of the soil borrow area discussed above. A women's prison, <br /> the Northern California Women's Facility, is located farther north of the site at the southwest <br /> corner of Arch and Austin Roads. The women's facility is currently closed and does not <br /> house any inmates. <br /> The Stockton Metropolitan Airport is to the west of the FL with the end of the nearest runway <br /> approximately one mile to the west.
