1-3
As shown on Figure 3, there are three residences located near the site (within a half mile or
+ less). The residence at 9690 Austin Road is approximately 500 feet from the landfill, on
the east side of Austin Road across from the landfill's main entrance. This dwelling is
currently rented by Forward, Inc. and kept vacant. There are two single-family residences
(9606 and 9820 Lynch Road) east of Austin Road on Lynch Road, approximately 0.5 miles
southeast of the site. In addition, two residences with surrounding ancillary structures are
located on the east side of Austin Road, approximately one mile north of the main landfill
entrance. Another residence with surrounding ancillary structures is located on Austin
Road farther north of the site.
1.2.4 Existing Topography
The terrain at the landfill and surrounding vicinity consists of a relatively featureless plain.
Both the North and South Branches of the South Fork of Little John's Creek (North and
South Branches) traverse the site, generally flowing from the east to the west (see Figure 2);
however, the North Branch has been relocated north of the landfill footprint. Original
ground surface elevations range from 30 to 40 feet above mean sea level (amsl). The
current Solid Waste Facility Permit (SWFP) No. 39-AA-0015 allows FL to fill to a maximum
elevation of 210 feet amsl.
1.3 Responsible Parties
The following is the responsible party for post-closure maintenance and monitoring activities
at the FL:
LandfillOwner/Operator
Forward Inc.,
(a California Corporation wholly-owned and operated by Republic Services, Inc.)
9999 South Austin Road
Manteca, California 95336
Telephone No.: (209) 982-4298
A Site Engineer will be retained by the responsible party for closure and post-closure
activities at the FL.
1.4 Post-Closure End Use
The FL is currently permitted to remain in operation until 2020. The proposed post-closure
end use for the FL is non-irrigated open space, vegetated and landscaped to blend with
surrounding native land uses. The landfill will be vegetated with drought-resistant grasses
and shrubs to minimize erosion. The vegetation utilized for the Stage 1B area will be
selected and modeled to enhance the proposed alternative final cover design.
Current closure and post-closure requirements limit end use options in order to maintain the
integrity of the final cover surface. CalRecycle, RWQCB, and the LEA in accordance with 27
CCR, Section 21190, must review any future proposed changes to the currently proposed
end use that would require construction improvements.
Forward Landfill Stage 113 Partial Final Closure/Post-Closure Maintenance Plan-June 2011
SWT Engineering
z:\projects\allied waste\forward\11-1014 partial fnl clsr pin\partial final closure plan document\text\sec 1.doc
