3-11 <br /> 3.8 Landfill Gas Monitoring System <br /> 27 CCR, Section 20925 requires that subsurface gas monitoring wells (probes) be installed <br /> as part of closure around the perimeter of the landfill within the property limits but outside <br /> the limits of refuse with a spacing of approximately 1,000 feet. As discussed in Section 2.1, <br /> a landfill gas migration monitoring system is in-place at the FL and probes GP-13, GP-14, <br /> and GP-15 are located near western perimeter of the Stage 1B Partial Final Closure area. As <br /> part of closure, the existing probes will be protected in-place. Visual inspections of the <br /> landfill gas monitoring probes will be conducted during the post-closure maintenance period <br /> with attention to broken probes, end caps, sampling ports and valve boxes. <br /> 3.9 Groundwater/Surface Water Monitoring System <br /> Groundwater monitoring programs are currently being implemented on a quarterly basis at <br /> the FL, as discussed in Section 2.2. No modifications to the groundwater/surface water <br /> monitoring system are required as part of the Stage 1B Partial Final Closure. <br /> 3.10 Site Security <br /> The FL is currently equipped with a perimeter fence, gates, locks, and signs. The fencing <br /> and locked gates restrict access by persons and vehicles other than those authorized. <br /> 3.11 Structure Removal/Decommissioning of Environmental Control Systems <br /> At this time, there are no plans to decommission any structures or environmental control <br /> systems at the FL during closure of the Stage 1B Partial Final Closure area. If deemed <br /> necessary, any decommissioning of boreholes, monitoring wells, or piezometers will be <br /> conducted in accordance with the appropriate regulatory agency requirements (including <br /> notifications, as required) and in general accordance with post-closure maintenance plan <br /> procedures. <br /> 3.12 Closure Implementation <br /> 3.12.1 Closure Process <br /> Stage 1B closure construction will begin with mobilization of equipment and materials.
