3-12 <br /> = Geotechnical Technician(s) <br /> Labor Crews <br /> — Equipment Operators <br /> Su rveyors <br /> — Mechanics <br /> 3.12.2 Construction Management <br /> A construction management team will be on-site during the entire period of construction. <br /> The team will be under the direction of a construction manager, who will be responsible for <br /> supervision of construction of the various features included in the closure plan. The <br /> construction manager will coordinate the activities of the on-site contractor(s) and will <br /> provide liaison among the design engineers and the contractors. Other key staff may <br /> include a site engineer and construction inspector(s). A survey crew and a geotechnical CQA <br /> crew will be present, as required. <br /> Survey Control <br /> The survey control crew, under the direction of the contractor will be responsible for <br /> surveyed location of the closure plan improvements and for record drawing information. <br /> They will be responsible for establishing survey control to verify that the various components <br /> of the cover conform to grade and/or thickness requirements of the construction drawings <br /> and specifications. <br /> COA For Final Cover Placement <br /> The construction specifications will include the CQA Plan for final cover placement. A <br /> geotechnical CQA crew, under the direction of a Geotechnical Engineer, will be on-site full- <br /> time during the placement of the final cover to monitor compliance with cover design and <br /> installation methods included in the CQA Plan. The CQA personnel will have day-to-day <br /> responsibility to oversee cover placement and to evaluate whether the cover is constructed <br /> according to specifications. <br /> 3.13 Maximum Extent of Landfill Closure <br /> In accordance with 27 CCR, Section 21790(b)(6), the estimated maximum extent of the <br /> landfill that will require closure at any given time during the life of the landfill based on the <br /> refuse disposal area footprint was established in a Phased Closure Plan submittal and <br /> approved by regulatory agencies. The area for this 2011 Partial Final Closure is estimated <br /> to be approximately 20 acres. It should be noted that Partial Final Closure Plans are allowed <br /> under 27 CCR, Section 21120; therefore, the FL will be closed in stages consistent with a <br /> separate PFCPCMP for each stage, which will be submitted to the regulatory agencies two <br /> years prior to the anticipated closure dates. <br /> 3.14 California Environmental Quality Act Documentation <br /> Appropriate CEQA documentation will be prepared in support of obtaining agency approval <br /> of this PFCPCMP.
