This Supplemental EIR has been prepared because the currently proposed Project("2014 Expansion Project") <br /> includes a number of substantive changes to the expansion Project as described in the 2013 EIR,and these <br /> changes may have the potential to result in new or substantially different significant environmental effects <br /> beyond those identified in the previous EIR. <br /> Location <br /> The project site is located on the west side of Austin Road, 1/2 mile north of Lynch Road, north of Manteca. <br /> The Draft SEIR determined that the proposed project after mitigation,project implementation would <br /> have the following unavoidable significant adverse impacts: <br /> • Project traffic would contribute to an unacceptable Level of Service at the intersection of Austin Road <br /> and Arch Road, SR 99 and Arch Road, and SR 99/Mariposa Road SB Ramp under cumulative <br /> conditions. <br /> • The project would contribute to a cumulatively significant increase in air pollutant emissions. <br /> • The increase in extent and mass of the proposed project would constitute a significant visual impact <br /> (per 2013 FEIR- not reevaluated in this SEIR). <br /> • The project would result in significant and unavoidable project-generated traffic noise on Austin Road. <br /> • The project's truck traffic would contribute to significant and unavoidable cumulative traffic noise on <br /> Austin Road. <br /> The proposed project site is not present on any of the lists of sites enumerated under Section 65962.5 of the <br /> Government Code including, but not limited to lists of hazardous waste facilities, land designated as <br /> hazardous waste property, hazardous waste disposal sites, and others. <br /> Copies of the DSEIR are available for review at the San Joaquin County Community Development <br /> Department, 1810 East Hazelton Avenue, Stockton, 95205. The DSEIR is also available at the Community <br /> Development Department website www.sjgov.org/commdev for download and review. Reviewers should <br /> focus on the adequacy of the DSEIR in discussing possible impacts upon the environment, ways in which <br /> adverse effects might be minimized, and alternatives to the proposed project.
