IMPETf, AICP <br />Urban Planner <br />impett@smwlaw.com <br />On behalf of Mike and Jeannie La Forge, we have reviewed the <br />documentation relating to proposed revisions to Solid Waste Facility Permit No. 39 -AA - <br />0015 for the Forward Landfill (hereinafter "SWFP Revision" or "Project"). We <br />respectfully submit these comments to help ensure that agency decision -makers fully <br />comply with the California Environmental Quality Act ("CEQA"), Public Resources <br />Code § 21000 et seq. The La Forges are deeply concerned about the far-ranging <br />environmental impacts that would accompany the proposed change in operations at the <br />Forward Landfill. For the reasons set forth below, we respectfully request that the <br />California Department of Resources Recycling & Recovery ("Calrecycle") deny the <br />SWFP revision. <br />According to the November 18, 2010 Initial Study/Negative Declaration <br />prepared for the SWFP Revision ("SWFP ND"), the Project includes two components: <br />(1) relocation of the landfill's facility boundaries to include an additional 184 acres; and <br />(2) increasing the number of days the facility will operate on Sunday (from 10 to 20 <br />days). It is our opinion that the SWFP ND does not comply with CEQA because it does <br />not adequately describe the proposed Project and does not analyze the Project's <br />significant environmental impacts. In addition, the applicant is currently requesting a <br />new Conditional Use Permit ("CUP") from the San Joaquin County Community <br />
