The Forward <br /> Landfill is regulated by Waste Discharge Requirements (WDRs) Order R5-2003-0049 and <br /> Cleanup and Abatement Order(CAO) R5-2008-0714. Staff observed the working face on the <br /> Austin Road Unit, the condition of the ET Cover, and the construction of the new landfill gas <br /> power generation plant. No violations were observed during the inspection. A copy of the <br /> inspection report has been enclosed for your records. <br /> Forward, Inc. needs to monitor the stormwater best management practices installed on the ET <br /> Cover for performance. If these controls need to be enhanced, replaced or upgraded, this <br /> should be explained in the annual Standard Observation report required by the WDRs. <br /> Staff also discussed the progress of the compliance with the current CAO. The Discharger <br /> explained that an updated engineering feasibility study is being prepared and will be submitted <br /> shortly.
