CENTRAL VASEY REGIONAL WATER QUALIT)&NTROL BOARD <br /> DATE: 21 May 2013 <br /> LOCATION & COUNTY Forward Landfill, Manteca <br /> CONTACT(S): Erin Fanning, Forward Landfill <br /> INSPECTION DATE: 10 May 2013 <br /> INSPECTED BY: Howard Hold (RWQC ) <br /> ACCOMPANIED Y: Erin Fanning and Ruben Ramirez, Forward Landfill <br /> OBSERVATIONS AND COMMENTS <br /> Staff met the Discharger onsite to inspect the Forward Landfill. The weather was sunny, 75 <br /> degrees Fahrenheit, with a light breeze from the north. <br /> The inspection began on the working face of the Austin Road unit. The filling operation appears <br /> to be well monitored and no filling violations were observed (see Figure 1). <br /> The Discharger is evaluating installing additional groundwater extraction well(s) as well as <br /> upgrading the landfill gas extraction wells in the northwest corner of the Austin Road unit. The <br /> Discharger is preparing an engineering feasibility study for this system modification. Staff asked <br /> the Discharger to provide a date for when this report would be submitted. <br /> Staff also observed the newly installed Evapotranspiration cover(see Figure 2). The Discharger <br /> should evaluate the current best management practices (Figure 3), to make sure they are <br /> optimized for the wet season (see Figure 3). <br /> As part of the expansion of the landfill gas extraction system, the Discharger is investing in a <br /> new landfill gas power generation plant that is being constructed this summer and according to <br /> the Discharger it should go online this fall (see Figure 4). <br /> SUMMARY: <br /> The facility appears to be well managed. No violations were observed during the inspection. <br /> Staff would like Forward, Inc. to monitor the installed storm water best management practices <br /> for performance. If these controls need to be enhanced, replaced or upgraded, this should be <br /> explained in the annual Standard Observation Report required by the WDRs.
