' ility Number: SOLI WASTE CIT IT 39-AA-0015 12. Legal Description of Facility: The legal description of this facility is contained on page 2-1 of the Joint Technical Document dated 04/03. 13. Findings: a. This permit is consistent with the San Joaquin County Integrated Waste Management Plan,which was approved by the CalRecycle on March 1997. The location of the facility is identified in theCountywide Siting Element,pursuant to Public Resources Code(PRC), Section 50001(a). b. This permit is consistent with the standards adopted by the CalRecycle,pursuant to PRC 44010. c. The design and operation of the facility is consistent with the State Minimum Standards for Solid Waste Handling and Disposal as determined by the enforcement agency,pursuant to PRC 44009. d. The design and operation of the facility is in compliance with the State Minimum Standards for Solid Waste Handling and Disposal as determined by the LEA on February 30,2003. e. The Lathrop-Manteca Fire Department has determined that the facility is in conformance with applicable fire standards,pursuant to PRC,44151. f. The following authorized agent has made a determination that the facility is consistent with,and designated in,the applicable general plan: San Joaquin County Planning Commission,February 6,2003 in accordance with Public Resources Code, Section 50000.5(a). g. An Environmental Impact Report was filed with the State Clearinghouse(SCH#2001052081)and certified by the SJC Planning Commission on February 6,2003. The Environmental Impact Report describes and supports the design and operation,which will be authorized by the issuance of this permit. A Notice of Determination was filed with the State Clearinghouse on 4/14/03. h. A Negative Declaration was filed with the State Clearinghouse(SCH#2010112045)and certified by the SJC Planning Commission on January 16,2011. The Negative Declaration is prepared to address environmental impacts associating with the relocation of the permitted boundaries. 14. Prohibitions: The permittee is prohibited from accepting the following wastes: Hazardous,radioactive,medical(as defined in Chapter 6.1,Division 20 of the Health and Safety Code),liquid,designated,or other wastes requiring special treatment or handling,except as identified in the Report of Facility Information and approved amendments thereto and as approved by the enforcement agency and other federal,state,and local agencies. 15.
