There is also Ca Health Care <br />Facility in the vicinity. <br />2-5 <br />San Joaquin County PHS should be EHD. <br />Figure 2 and 3 are not legible. <br />Figure 9 does not have WMU E — H. <br />4-7 <br />The handling of cannery waste at the landfill has not been approved and <br />can not be part of the JTD. <br />4-11 <br />Site life listed on page 4-11 is 2021, but in Appendix E it is listed as 24.8 <br />years from end of 2012. <br />5-6 <br />Who approved the alternative final cover design? Has it been approved? <br />5-7 (Sect 5.2.5) <br />FU 8 and 10 do not match up in Figure 9 and Drawing 7. <br />5-10 <br />It is stated that GP 7-12 had been abandoned? Please explain. Are they <br />destroyed? It states that there are 28 GP's, should it be 29? GP28R <br />should be GP28. <br />6-1 (Sect 6.1.1) <br />According to the Solid Waste Facility Permit (SWFP), facility operating <br />hours is 4:OOAM to 9:30PM and receipt of waste from 4:OOAM to <br />9:OOPM. JTD states "....open to commercial haulers (it is not open to the <br />public) from 4:00 am to 9:00 pm Monday through Saturday. The LEA <br />will be notified in advance of any change to these hours of operation." <br />Any change to the permitted hours of operation or receipt of waste <br />requires permit revision. <br />6-2 (Sect 6.2. 1) <br />The operator also provides visible light/strobe light for active face <br />workers. <br />6-7 <br />Is green waste handling activity still going on? If so, where? Green waste <br />containing food waste can not be used as ADC. <br />Stockpile and grinding must be done within 7 days of receipt. <br />6-15 <br />No example of ACW survey plat in Appendix O. <br />6-19 <br />No example of manifest/operational record for ACW on Appendix O <br />6-22 (Sect 6.6.2) <br />Does each employee have 2 -way radio or phone? Are they destroyed? <br />GP28R should be GP28. <br />What about frequency of monitoring and submitting report to LEA? <br />27CCR20937(a)(1) states "Notify LEA immediately by phone or <br />electronic mean", the JTD states it will notify the LEA within 7 working <br />days. <br />27CCR20937(a)(B) states "within 7 days submit letter to LEA that <br />describes: (i) — (iv)"; the JTD states it will submit letter to LEA within 7 <br />working days. <br />7-11 (sect 7.5.2) <br />JTD is proposing to discharge leachate and condensate into waste.
