7-12 <br />What is the frequency of gas monitoring and sampling in the initial 2 year <br />period? <br />7-14 (Sect 7.7.1) <br />Misspell word: form should be from. <br />The litter control describes in that section is different from the existing and <br />approved JTD. The new litter collection is less frequent and thus less <br />effective. It must be revised to be equal to or better than the existing one. <br />#1of Appendix R states "All trucks must be tarped upon entering the <br />facility..." Are they tarped during transportation of waste? <br />#13 of Appendix R states "The main highway leading to the site will be <br />routinely inspected for litter. If the highway has litter associated with the <br />truck entering the facility...." How often will the highway be inspected? <br />How can you distinguish where the litter comes from? Will the road in <br />front of the landfill be inspected for litter? <br />7-15 (Sect. 7.7.3) <br />The JTD states "Additionally, heavy equipment operations will not be <br />conducted within 1,500 feet of any occupied residence after 10:00 p.m. <br />and before 6:00 a.m. unless shielded by an earthen berm. The permitted <br />hours for ancillary / facility operations are 4:OOAM to 9:30PM. There <br />shall be no ancillary or facility operation after 9:30PM and before <br />4:OOAM. <br />7-16 (Sect. 7.7.5) <br />The JTD states "...(2) application of fine water spray (minimum of twice <br />daily) on the active soil -covered work areas, ...." The frequency of <br />application of fine water spray should be dictated by the weather <br />conditions and/or as it is needed. <br />How will the track -out mud on Austin Road be handled? <br />7-18 (Sect. 7.10) <br />What is ACM? <br />JTD states that the load check is performed by the equipment operator. <br />According to the operator, the load check is performed by the floor <br />personnel. If the load check is performed by the equipment operator, how <br />it is done? How often does the equipment operator get out of the <br />equipment to check the load? <br />In Appendix S: <br />Page 3-2: Is load check actually performed by equipment operator? <br />Page 3-4: How is universal waste detected? <br />Page 3-5: Is green waste procedure described in that section still exist at <br />the landfill? If so, where? The green waste that contains food waste <br />cannot be used as ADC. <br />Load check procedure is new and is not consistent with the existing one. <br />The EHD address in the sample letter is wrong. The current EHD address <br />is: San Joaquin County Environmental Health Department, 1868 E. <br />Hazelton Ave., Stockton, Ca 95205. <br />Table 12: <br />OES address is wrong.
