April 8,2014 The proposed project must conform to the San Joaquin County Noise Standards contained in the County's General Plan. The project sponsor shall be required to demonstrate compliance with this performance standard. Work areas could be limited, work times close to the residence could be rescheduled, noise barriers such as earth berms could be designed, and noise monitoring shall be undertaken to demonstrate compliance in the event noise complaints are received. Current Status: This mitigation is based on prior Austin Road Landfill Expansion EIRs. Noise impacts were reevaluated in the 2002 EIR for the Consolidated Forward Landfill Project. Noise measurements were taken at the site as part of the 2002 EHL The noise measurement results showed readings in the high 60dB range,which is higher than the standard of 65dB for outdoor activity at residences. However, due to access limitations, these measurements were taken near the centerline of Austin Road. The 2002 EIR estimated noise exposure at the facade of houses along Austin Road to be in the low 60dB range and below the standard value. In addition, most of the residences are set back from Austin Road. These residences also have back patios areas protected from roadway noise by the houses themselves, such that there are outdoor areas at each home that meet County noise standards. Forward has not received noise complaints from landfill operations. Noise monitoring will be undertaken to demonstrate compliance with County standards in the event noise complaints are received. (6) 11 Austin 1994(H1.b),Austin 2000(H1.b) If project-related noise levels measured at the property line of any residential use would exceed an hourly average of 45 dBa during the nighttime or 55 dBa during the daytime, then setbacks and a limitation on hours of operations shall be mandatory. As recommended in the Forward, Inc. Landfill Use Permit Modifications, the option of a soundwall at 9690 Austin Road shall be available to the resident. Current Status: The resident at 9690 Austin Road has not requested a sound wall.
