00 00 <br /> April 8,2014 <br /> The project sponsor will conduct a bird survey before construction of the <br /> project and monitor bird population after operation of the consolidated <br /> landfill begins. If follow-up surveys show an increase in bird populations, <br /> the project sponsor will increase mitigation measures such as covering the <br /> fill areas as soon as possible and using noise-makers and other measures <br /> as necessary to discourage birds from the site, until bird population levels <br /> return to the level found in pre-project surveys. Use of noise-makers <br /> would be limited to daylight hours. <br /> Current Status: Bird surveys have been performed routinely since 2005. <br /> Forward has contracted with a falconer to deter birds at the site. LGL <br /> Limited, a recognized expert in bird control, was also hired by Forward to <br /> oversee the effectiveness of the falconry bird control program. The Bird <br /> Control Demonstration Report was submitted to San Joaquin County <br /> Planning in 2011 and 2012. The report confirmed that the falconry program <br /> was reducing the number of birds to the point where birds were no longer <br /> feeding at the landfill. A follow up report has been prepared for 2013. <br /> b. 31 (E.1) <br /> Proposed as Part of the Project: <br /> Operations at the combined landfill will be limited to a single working area <br /> at any given time. <br /> All employees will be given appropriate training regarding the potential for <br /> exposure to .hazardous materials. This training will include a 24-hour <br /> hazardous waste operations course and an annual 8-hour refresher <br /> course for personnel involved in the "load checking" program where the <br /> incoming loads are screened for hazardous materials. <br /> The landfill will not accept any special waste that may potentially contain <br /> hazardous levels of regulated substances. <br /> Dust control procedures specified in the Site Operations Plan (section <br /> 7.7.5 of the JTD) will use the application of fine water spray at a minimum <br /> of twice daily on the active soil-covered work areas, soil excavation areas, <br /> and soil stockpile areas where fugitive dust may exist. <br /> Dust exposure of site workers will be monitored periodically, at the <br /> discretion of the landfill manager_, to evaluate if any additional respiratory <br /> protection or dust suppression (watering)mitigation is needed. <br /> Additional engineering controls will be implemented by the site operator, if <br /> needed based on the evaluation of the site health and safety or operations <br /> Page 11 <br />
