0 <br />April 8, 2014 <br />manager, to control dust emissions. Such controls might include wind- <br />screens near unloading areas or the use of dust suppressants. <br />If the above controls cannot reduce employee dust exposure below <br />acceptable levels as determined by Forward (considering factors including <br />irritation and annoyance to employees), site personnel at risk will be <br />supplied with gloves, coveralls, eye protections and respirators, with <br />associated training in their use. <br />Wastes must not leave the landfill on workers' clothing. Workers who <br />have had direct contact with waste, or who have performed operations that <br />may involve direct contact with wastes (such as equipment maintenance <br />or asbestos handling), will wear disposable clothing or change clothing <br />before leaving the site. The potentially contaminated clothing will be <br />cleaned or disposed as appropriate. <br />To avoid cross -contamination from contaminated to non -contaminated <br />sites, the applicant will provide a portable decontamination facility with self- <br />contained water supply for personnel and equipment. <br />For asbestos, a strict Asbestos -Containing Materials (ACM) handling <br />program will be developed, and will include the following: <br />(a) Bagged ACM will be dumped only onto the working face of the <br />asbestos disposal area and not onto the flat compacted landfill <br />surface. Bulldozers will then push soil cover onto the working face <br />to cover the ACM bags and will not contact the bags. <br />(b) For Forward site employees engaged in handling asbestos <br />materials, Forward will implement one of the following: <br />• a three day approved asbestos workers training program <br />any asbestos training program speck to landfill employees that <br />has been developed, described, or required by regulation by either <br />CalRecycle or Cal -OSHA <br />• any other asbestos training program approved by Cal -OSHA <br />(c) Provision of water at the working face to keep ACM damp until <br />covered. <br />Continuation of the annual physical evaluations of all ow -site Forward <br />employees for asbestos exposure. <br />Page 12 <br />
