C7 <br />April 8, 2014 <br />release rate from all sources reaches 150 cfm (equivalent to 10 tons of <br />ROG per year). <br />Current Status: Forward has installed several hundred LFG extraction wells <br />and a LFG collection system at the site. The LFG wells have a recovery rate <br />of at least 1000-2000 scfm. A LFG flare has also been installed at the site. <br />Additional LFG extraction wells were installed in 2013 and a LFGTE Facility <br />was constructed in 2013. <br />b. 13 (D.4) <br />Proposed as Part of the Project: <br />a. Water any excavation areas twice per day, <br />b. Water stockpile haul roads at least once per day, <br />c. Water the perimeter facility road once per day on any day that the road <br />is used, <br />d. Limit on-site travel speed to speeds less than those that would cause <br />visible dust emissions behind the vehicle, <br />e. Prevent track -out of mud and dirt through the following measures: <br />1) Providing a paved interior road of at least 100 feet in length <br />to allow mud and dirt to drop off before exiting the site, <br />2) Removing dirt and mud from interior paved roads throughout <br />the work -day, <br />3) Removing any dirt deposition on Austin Road at the end of each <br />work -day. <br />f. Apply all-weather surfacing to any unpaved road segment that carries 50 <br />or more vehicle trips per day continuously for more than thirty (30) <br />days, <br />g. Water unpaved equipment parking areas at least daily, <br />h. Best management practices shall be followed at all times during <br />operation of the grinder/screener at the composting operation, and <br />shall include assuring that inputs to the grinder/screener have a <br />sufficient moisture content to prevent generation of visible dust or <br />particulate matter. <br />Current Status: Dust control measures are being implemented as discussed <br />above and in accordance with the JTD. Forward installed a tire wash in <br />2013. Forward also utilizes street cleaning equipment to clean paved <br />roadways, including Austin Road, when necessary. <br />c. 14.(D.5) <br />Proposed as Part of the Project: <br />Measures that reduce landfill traffic and operations impacts -through the <br />use of Best -Available Control Methods_(BACMs) as defined -by the -San <br />Page 33 <br />
