April 8, 2014 <br />Joaquin Valley Unified Air Pollution Control District (SJVUAPCD) shall be <br />required to reduce this cumulative impact. <br />Current Status: For dust impacts, the SJVUAPCD Rule 8040 (Fugitive Dust <br />Requirements for Control of Fine Particulate Matter (PM -10) from Landfill <br />Disposal Sites) requires removal of mud and dirt from public paved roads, <br />including shoulders, adjacent to the landfill site at the end of the work day or <br />a minimum of once every 24 -hours of occurrence. It also requires that <br />interior roads of the landfill that are adjacent to paved public roads are <br />paved for a sufficient distance to allow mud and dirt accumulation to drop <br />off of vehicles within the landfill site. In addition, the interior roads must be <br />cleaned with sufficient frequency to limit mud and dirt accumulation of <br />sufficient density to be picked up by other vehicles and transported onto the <br />off-site public paved road. Forward complies with these requirements. An <br />interior paved road exists at the site entrance/exit. A tire wash was installed <br />in 2013. Street cleaning equipment is used at the required frequency to clean <br />mud and dirt from Austin Road and the interior paved road. <br />Forward controls air pollution impacts caused by fugitive landfill gas <br />emissions by collecting and controlling onsite landfill gas and directing it to a <br />flare or energy recovery system. These systems are regulated by the <br />SJVUAPCD. <br />d. 15 Austin 1994 (G5.b), Austin 2000 (G5.b) <br />Excessively odorous wastes shall be mixed immediately with other landfill <br />wastes, depending on their nature and source. If diluting the intensity of <br />odor is not sufficient, then the operator shall immediately cover offensive <br />materials as soon as they arrive at the landfill. <br />Current Status: Odor measures are being implemented as discussed above <br />and in accordance with the JTD and Forward's Odor Control Management <br />Program. <br />e. 16 Austin 1994 (G5.c), Austin 2000 (G5 c) <br />The operator shall ensure that loading, unloading, and material handling <br />activities are carried out efficiently and without delays to avoid excessive <br />odors. <br />Current Status: Odor measures are being implemented as discussed above <br />and in accordance with the JTD and Forward's Odor Control Management <br />Program. <br />Page 34 <br />
