April 8, 2014 <br />Use water trucks and/or sprinkler systems to apply water a minimum of <br />twice daily to roadways and active faces of asbestos disposal areas to <br />minimize airbome dust leaving the site. It is recognized that a balance <br />must be struck between maintaining sufficient moisture for dust control <br />and applying too much moisture such that the generation of excess <br />leachate occurs. The conditions of the active faces of a landfill, as well as <br />the leachate generated, must be monitored and professional judgment <br />utilized at all times to keep these two factors in balance. <br />Current Status: Dust measures are being implemented for the asbestos <br />disposal areas as discussed above and in accordance with the JTD. <br />g. 18 Forward 1993 (D2) <br />Portions of the site that either have been filled to the extent allowed or are <br />not expected to be worked for extended periods (six months or longer) <br />shall be sown with fast -germinating drought -tolerant grass seed and <br />watered until a cover of vegetation is established. <br />Current Status: An intermediate cover is placed on areas of the site that <br />have reached intermediate or final grades. These areas are then <br />hydroseeded. <br />h. 19 Austin 1994 (G1.b), Austin 2000 (G1.b) (similar) <br />The project sponsor shall seek to minimize the extent of area exposed to <br />wind erosion. Exposed surfaces, including stockpiles, shall be vegetated <br />to the extent possible. <br />Current Status: Worlang areas are minimized to the extent feasible. Areas <br />that are not active are hydroseeded to the extent possible. <br />i. 20 Austin 1994 (G1.c), Austin 2000 (G1.c) <br />Plan and phase construction and closure operations such that they do not <br />take place simultaneously on dry windy days. Schedule particularly dusty <br />activities on separate days. <br />Current Status: Construction of new waste management units typically <br />occurs on an annual basis. Given the site development plans for the landfill, <br />placement of final cover will typically occur once all waste management units <br />in an area are filled to their final grades. Construction of new WMUs and <br />placement of final -cover will, therefore, not typically coincide. However, if <br />construction and closure operations do occur simultaneously, construction <br />operations will be phased so that the dust from construction is controlled <br />according to the above requirements. In addition, Forward informs <br />Contractors of their responsibilities regarding dust control during <br />construction. <br />Page 35 <br />
