April 8, 2014 <br />Current Status: Forward continues to employ the same safety procedures as <br />have historically been used at the former Forward Landfill and as described <br />in the Workplace Injury and /illness Prevention Program. Forward provides <br />information regarding disposal operations and fire suppression measures to <br />the Manteca -Lathrop Fire Department. <br />8. CALIFORNIA DEPARTMENT OF TOXIC SUBSTANCE CONTROL (Staff <br />Contact: James Tjosvold, Site Mitigation Branch, 8800 Cal Center Drive, <br />Sacramento, CA 95826-3200) <br />a. 36 (E.5) <br />Identified in EIR: <br />The landfill operator shall submit an updated post -closure permit <br />application for WMU-A that presents plans to prohibit the expansion of the <br />new landfill areas above WMU A. The applicant filed a renewal of its <br />hazardous waste permit for WMU-A on October 31, 2000 (Kleinfelder, <br />2000) that presents the controls and monitoring of WMU-A. The <br />applicant's JTD describes creating a wedge of landfill material north of <br />WMU A that would keep a buffer area around the WMU-A boundaries <br />clear of new refuse and then start to build outward and upward. This plan <br />must have the approval of CalRecycle and RWQCB. <br />Current Status: The current Forward Landfill Postclosure Permit for <br />WNW A allows only post -closure monitoring, inspection, and <br />maintenance activities on VVMU A and, therefore, would not allow <br />expansion of new landfill areas above WMU A. In addition, according to <br />the Department of Toxic Substances, "The postclosure permit includes <br />provisions to restrict future land uses. Any future new use of the site will <br />also require an amendment of the postclosure permit, pursuit to the <br />specific conditions stated therein. Deed restrictions are also in place that <br />limit future use of the property and provide notice of its former <br />hazardous waste landfill uses" (ref: letter to the Office of Planning and <br />Research regarding Notice of Exemption from CEQA, June 30, 1993). <br />CalRecycle and RWQCB have approved Forward's site development <br />plan as presented in the JTD.
