In addition, methods to prevent <br />occupation of the site by burrowing owls during construction should be <br />employed, consistent with the guidelines in the SJMSCP. These methods <br />include installation of one-way doors in occupied burrows, maintaining <br />vegetation cover that discourages burrowing ground squirrels, disking to <br />destroy burrows, or control of ground squirrel populations. <br />Current Status: A burrowing owl survey was performed by Wetlands <br />Research in January 2010. No owl burrows, owls, or signs of owls were <br />detected. Forward performed a burrowing owl survey in 2013, prior to <br />construction of WMU FU -13. <br />Methods to prevent occupation of the site by burrowing owls will be <br />employed, as necessary. <br />14. CITY OF STOCKTON MUNICIPAL UTILITIES DEPARTMENT (Staff <br />Contact: Robert Castelli, 209-937-8750) <br />a. 81 (1.4) <br />Proposed as Part of the Project: <br />If leachate is delivered to the City of Stockton Regional Wastewater <br />Control Facility, the project sponsor will provide for independently <br />corroborated test results to the City to demonstrate the chemical <br />composition of the leachate extracted from the proposed consolidated <br />landfill project. Monitoring and testing of landfill -generated leachate will <br />meet the requirements of the City of Stockton Wastewater Ordinance and <br />the City Municipal Utilities Department. <br />If leachate quality is not acceptable for disposal at the Regional <br />Wastewater Control Facility, the project sponsor will either have the <br />leachate collected and disposed off-site by a licensed Treatment and <br />Disposal Facility, or will develop on-site leachate processing that will result <br />in treated leachate that is acceptable for disposal at the wastewater <br />treatment plant or acceptable to regulatory agencies for on-site use. The <br />design and operation of any on-site leachate processing that is <br />implemented will comply with all applicable laws and regulations. <br />Current Status: Leachate is currently retained onsite in the leachate <br />evaporation ponds. <br />Page 47 <br />
