April 8, 2014
evicted from the trees to be removed). Removal of roost sites should
occur during dusk or evening after bats have left the sites unless otherwise
approved. These measures are consistent with the SJMSCP.
Current Status: No trees have been removed from the project site.
e. 75 Austin 2000 (F14.c)
(Greater western mastiff bat) Pre -construction surveys would prevent
direct take of individuals or maternity sites. No immediate replacement of
roosting habitat has been proposed. If a maternity roost or occupied roost
is detected during pre -construction surveys, the SJMSCP JPA shall
provide adequate replacement for loss of occupied habitat should be
designed and implemented with input from CDFG. Implementation of
these mitigation measures would reduce impacts to levels considered less
than significant.
Current Status: No trees have been removed from the project site
f. 76 Austin 2000 (F95.a)
The project sponsors or the SJMSCP JPA should fund and conduct pre -
construction protocol surveys for burrowing owls in all ruderal and non-
native grassland habitats within the project site. Surveys should be
conducted as recommended in the Staff Report on Burrowing Owl
Mitigation (CDFG 1995) and as otherwise prescribed in the Burrowing Owl
Survey Protocol and Mitigation Guidelines (BOC 1993). If burrowing owl
are observed during surveys, the extent of burrowing owl habitat on the
project site would be delineated by a qualified omithologist. Avoidance
and mitigation would be pursuant to new guidelines provided by CDFG
and/or as specified by the SJMSCP.
Current Status: A burrowing owl survey was performed by Wetlands
Research in January 2010. No owl burrows, owls, or signs of owls were
detected. Forward .performed a burrowing owl survey in 2013, prior to
construction of WNW FU -13.
g. 77 Austin 2000 (F15.c)
(Burrowing owls) if the project sponsor elects to mitigate in accordance
with the SJMSCP, then the JPA may fund and conduct pre -construction
surveys to prevent direct take of individuals or nests. Pre -construction
surveys should be conducted within 30 days prior to ground disturbance.
These actions would reduce any significant adverse impacts to burrowing
owl to a level considered less than significant. This mitigation option
would also reduce impacts to this species habitat to a level considered
less than significant by including pre -construction surveys in combination
Page 46
