Supplement to Final Environm al Impact Report Page 2 <br /> Forward Inc.Landfill Development Project-South and Northeast Portions <br /> • Expand the Forward Landfill to contiguous parcels including an approximately 184-acre <br /> parcel to the southwest of the existing landfill site and an approximately 10-acre parcel <br /> in the northeast of the existing landfill. In addition,approximately 11 acres of currently <br /> permitted landfill disposal area in the southern portion of the Forward Landfill would <br /> be relocated within the currently permitted landfill boundary due to realignment of the <br /> South Branch of the South Fork of Littlejohns Creek. <br /> • Increase the remaining landfill capacity by approximately 32.0 million cubic yards (cy) <br /> to approximately 54.0 million cy. All of the increase would be Class II landfill space and <br /> would extend the landfill closure date to approximately 2039. <br /> • Relocate approximately 3,000 feet of the South Branch of the South Fork of Littlejohn <br /> Creek (which currently traverses the landfill) to the southeastern boundaries of the site <br /> to provide additional separation of the creek from the landfill. The relocated creek will <br /> be approximately 3,200 feet in length. <br /> • Allow cannery waste processing in areas of site that are not being used for disposal at <br /> the time. <br /> This prior expansion project would have allowed landfilling activities within 10,000 of the <br /> Stockton Metropolitan Airport, and required a four-fifths vote of the Board of Supervisors to <br /> override the County Airport Land Use Commission finding that this proposed expansion <br /> project was not in conformity with the 1993 San Joaquin County Airport Land Use Plan. This <br /> former project failed to achieve the required four-fifth "override' vote of the Board of <br /> Supervisors. The Board of Supervisors did vote, however, to certify the Forward Landfill <br /> Expansion Final Environmental Impact Report (Grassetti Environmental Consulting, May 2013) <br /> ("FEIR") as having been prepared in accordance with the California Environmental Quality Act <br /> and adequate for use for decision-making purposes. <br /> The 2013 FEIR also included a description of three "recent and associated projects" to the <br /> proposed expansion:the facility boundary revision;the Landfill Gas to Energy (LFGTE) Project; <br /> and the Revision of Waste Discharge Requirements. The facility boundary revision added the <br /> 184-acres in the southwest portion of the site to the Forward Landfill facility boundary but did <br /> not allow any landfill related activities on this parcel. The LFGTE Plant was constructed in 2013 <br /> and is now operational. Also, in February 2006 the Regional Water Quality Control Board <br /> issued new Waste Discharge Requirements (WDRs) R5-2014-0006 for the Forward Landfill <br /> which included, amongst other modifications, the lowering of base grades to the regulatory <br /> limit of 5-ft above the historical high groundwater level and the land application of cannery <br /> waste in the northern portion of the site (north of the northern creek). <br /> The revised project described in this Supplement to the Forward FEIR is a smaller development <br /> of permitted landfilling capacity that does not include the previously proposed horizontal <br /> expansion of landfilling operations on the 184-acre Brocchini parcel. The additional acreage is <br /> within the boundary of the 567-acres permitted by Forward in 2003. Moreover,no aspect of this <br /> revised project would entail expansion of landfilling operations to within 10,000 feet of the end <br /> of the runway of the Stockton Metropolitan Airport or on to any Williamson Act parcels of land. <br />
