Supplement to Final Environsal Impact Report 40 Page 3 <br /> Forward Inc.Landfill Development Project-South and Northeast Portions <br /> The proposed project would make the following changes: <br /> • Allow the construction of landfill disposal cells and landfilling operations within those cells <br /> on an 8.4-acre parcel that lies in the northeast portion of the site within the currently <br /> permitted landfill boundary. In addition, approximately 2.3 acres of landfill disposal area <br /> is proposed to be added in the south area by shifting the existing disposal footprint to the <br /> north and realigning the South Branch of the South Fork of Littlejohns Creek to the <br /> southern and eastern boundary of the site (see Sht 2). Therefore,a total approximately 10.7 <br /> acres of disposal footprint is proposed to be added. <br /> • The expansion of the disposal area would increase total landfill capacity by approximately <br /> 7.7 million cubic yards beyond currently permitted levels (see Sht 3). <br /> • Increase the remaining landfill capacity by approximately 7.7 million cubic yards (cy),from <br /> approximately 20.0 million cy(as of February 2014)to approximately 27.7 million cy. All <br /> of the increase would be Class II landfill space,to allow the expansion area to accept both <br /> Class II and Class III waste. <br /> • Relocate 3,000 feet of the South Branch of the South Fork of Littlejohn Creek(which <br /> currently traverses the landfill) to the southeastern boundaries of the site to provide <br /> additional separation of the creek from the landfill. The relocated creek would be 3,200 feet <br /> in length. <br /> The additional development of the disposal area would increase total landfill capacity by <br /> approximately 7.7 million cubic yards beyond currently permitted levels,which would allow <br /> disposal at the landfill to continue until approximately 2031.1 It is important to note that closure <br /> dates for landfills are very approximate because they are highly dependent on various factors such <br /> as the types of waste disposed at the landfill and the general economy. There is less construction <br /> and growth during recession years and,therefore,typically less waste disposed. <br /> Most site operations would remain as described in the FEIR for the existing Forward Landfill. <br /> B. PROJECT OBJECTIVES <br /> CEQA Guidelines Section 15124(b) requires that the project description contain a clearly written <br /> statement of objectives, including the underlying purpose of the project. The proposed further <br /> development of the Forward Landfill would provide additional refuse capacity for the County <br /> of San Joaquin and the greater region.
