Supplement to Final Environm al Impact Report Page 4 <br /> Forward Inc. Landfill Development Project-South and Northeast Portions <br /> • Provide cost-effective,long term stable disposal capacity for municipal solid <br /> waste for existing and anticipated users of the Forward Landfill facility for that <br /> portion of the waste stream that cannot be recycled or diverted from landfilling, <br /> by the continued design,construction and operation of a centrally located and <br /> accessible,state-of-the art,environmentally-safe sanitary landfill which meets or <br /> exceeds local,State and Federal standards. <br /> • Support industrial and commercial growth in the County by providing regional, <br /> centrally located and accessible Class H disposal capacity that no other currently <br /> permitted landfill in the County can provide. Class II disposal facilities provide <br /> for the environmentally safe containment of items such as contaminated soils, <br /> various types of construction and demolition wastes,ashes,and other materials <br /> that are critical to continued industrial and commercial growth and development <br /> in the County and surrounding regions. <br /> • Assist the County and surrounding regions in meeting the current California <br /> state legislative mandate for recycling or beneficially reusing the non-hazardous <br /> waste stream and thus diverting from landfilling,and also assist these <br /> communities in meeting increased state recycling and beneficial reuse goals,by <br /> providing for the recycling and beneficial reuse of several categories of waste <br /> materials received at the facility,such as green waste,wood waste,construction <br /> and demolition debris,and other consumer recyclables (i.e.plastic,cardboard, <br /> metal,wood,grass brush,fabric,paper,and sheetrock). <br /> • Provide land area and facilities for an efficient,combined resource recovery and <br /> disposal operation to reduce or eliminate the need for solid waste to be delivered <br /> to multiple locations to achieve processing,beneficial re-use, and residuals <br /> disposal and thereby reduce green-house gas impacts and capital expenditures <br /> for improvements to roadways and associated infrastructure,such as transfer <br /> stations. <br /> C. PROPOSED PROJECT MODIFICATIONS <br /> The proposed physical and operational changes and a brief discussion of their environmental <br /> impacts in relation to the original project are described below. <br /> Allow Development of Additional Landfill Disposal Cells Within Currently Permitted Landfill <br /> Boundary <br /> Development of additional landfill cells would increase the disposal footprint from approximately <br /> 355 acres to 366 acres. The proposed additional development area includes two areas within the <br /> currently permitted landfill boundary as shown on Sht 1; approximately 8.4 acres in the northeast <br /> corner of the site and approximately 2.3 acres in the south area. The acreage added in the south <br /> area is gained by shifting the existing disposal footprint north and realigning the creek to the <br /> southern and eastern boundaries of the site. The maximum elevation of refuse fill in the <br /> additional development areas would be approximately 200 feet above mean sea level(MSL), <br />
