Ramirez-LF Operations Manager <br /> THE ABOVE FACILITY WAS INSPECTED FOR COMPLIANCE WITH APPLICABLE SECTIONS OF THE DIVISION 30 OF THE PUBLIC RESOURCES CODE(PRC)AND TITLE 14 AND TITLE 27 CALIFORNIA CODE OF REGULATIONS(CCR) <br /> X No Yiolations'Or Areas of Concem <br /> VA jRe6ulatlons, <br /> inspection Report.Comments: <br /> Pursuant to the Public Resources Code(PRC), Section 43220, staff of the California Department of Resources Recycling <br /> and Recovery(CalRecycle)conducted an 18-month inspection at the Forward Landfill,with the LEA. <br /> -CalRecycle staff and the LEA conducted an early morning inspection at the site, arriving at the work face at about 5:55 <br /> am. The work deck was clean and the compacted refuse was covered adequately with tarps and (contaminated)soil. All <br /> area in and around the tippers was clean (no lodged refuse underneath). <br /> -Around 6:00 am, employees arrived at the work area and started the preparations for the daily disposal operation. The <br /> employees removed the tarp covers,fired up the tippers, and an employee on the water truck sprayed water over the <br /> work deck and access roads. <br /> -At about 6:10 am, refuse trucks arrived at the work face and the disposal operation started. The early morning traffic <br /> volume at the work face was light and the spotter was managing the work effectively. <br /> -There was a small fire incident at the work face, apparently from a hot load,during the early morning disposal <br /> operation. The employees handled the matter easily,first immediately with a fire extinguisher, and then doused the <br /> entire area with water from the water truck. <br /> -A crew of three were assigned for litter collection work on the day, and they were collecting litter within the landfill. <br /> Access roads and fill surfaces and all other areas of the landfill were free of windblown litter. <br /> -Vegetative growth over the southern areas of the landfill is managed with goats grazing over the areas. <br /> -All fill slopes and surfaces were in good condition. The operations manager stated that they have already started the <br /> preparation for the disposal operation during the rainy season. Drainage systems are in place. They were stockpiling <br /> soil at and will apply intermediate cover and grade to drain the top surfaces of Phase FLI-04. There were some spots <br /> where refuse was day lighting on the top areas of FLI-04. However,the operations manager explained that the entire <br /> area to be covered with the soil that was being stockpiled and graded today or tomorrow. Refuse disposal operation is <br /> planned to be moved to the newly lined portion of the landfill (FU-14), as soon as all necessary work there has been <br /> completed and approval by the RWQCB has been obtained. <br /> -CalRecycle staff and the LEA measured methane gas levels in three selected LFG monitoring probes(GP-9R, GP-1 OR <br /> and GP-11 R), located at the southern property boundary, using the LEA's Landtec GEM-2000 instrument. Methane gas <br /> levels in all well clusters and depths were within the regulatory limits, and otherwise 0.0% (non-detect). <br /> -Records Review:The tonnage and traffic volume records indicated that all receipts were within the permitted limits. <br /> The Log of Special Occurrences was up-to-date. Load checks are conducted in the operation. The records also showed <br /> that employees are provided with safety and operation related trainings. On August 18, 2014 and by e-mail,the <br /> environmental manager for the landfill submitted copies of the 1 st and 2nd Quarter LFG Probes and Structures <br /> Monitoring Program Reports. The Reports indicated that methane gas concentrations in the monitoring probes and <br /> structures were within the limits specified in the regulation. <br />
