FORWARD LANDFILL 9999 S.Austin Road <br /> Manteca,CA 95336 <br /> (209)982-4298,Fax(209)982-1009 <br /> September 25, 2012 <br /> JN: 2012-0025 <br /> Mr. Ross Atkinson <br /> Central Valley Regional Water Quality Control Board RECEIVED <br /> 11020 Sun Center Drive, Suite 200 <br /> Rancho Cordova, CA 95670-6114 CC T 3 1. 2012 <br /> SUBJECT: THIRD QUARTER 2012 EWRONMEWALHMM <br /> WATER QUALITY MONITORING REPORT PRMrr/9EwCES <br /> FORWARD LANDFILL <br /> SAN JOAQUIN COUNTY, CALIFORNIA <br /> Forward Incorporated(Forward)is pleased to submit the subject water quality monitoring report <br /> for the Forward Landfill in compliance with reporting requirements of the Regional Water <br /> Quality Control Board- Central Valley Region(RWQCB) Waste Discharge Requirements <br /> (WDRs) Order Number R5-2003-0049, which combined operations at the former Austin Road <br /> and Forward Landfills under a single permit. The combined landfills are referred to as the <br /> Forward Landfill hereafter. The Forward Landfill is regulated by two monitoring programs <br /> including the RWQCB WDR Order No. R5-2003-0049; and the Department of Toxic Substances <br /> Control (DTSC) Post Closure Permit No. CAD 990794133. A separate annual report is <br /> submitted to the DTSC in March each year addressing the Post Closure Permit Requirements and <br /> focuses on Waste Management Unit(WMU) A. However, all analytical data are provided in <br /> each report and the requirements of each program are being satisfied. This report presents <br /> quarterly sampling results for the reporting period dating from July I to September 30, 2012 <br /> (third quarter 2012). During the third quarter 2012 monitoring period,no notices of violation <br /> (NOV) was issued by the San Joaquin County Environmental Health Department. <br /> For the Forward Unit,no significant changes in the water quality analytical results were noted. <br /> During the third quarter 2012, tetrachloroethane (PCE) was measured at an estimated trace <br /> concentration in the sample collected from well MW-14. No other volatile organic compounds <br /> (VOCs)were detected in the Forward Unit groundwater monitoring wells. Concentration limits <br /> (CLs) were exceeded for one or more inorganic constituents in wells MW-2A, MW-3, MW-13, <br /> MW-14, MW-15, MW-18, and MW-19. Excluding non-impact constituents, confirmation <br /> sampling for calcium, chloride, and potassium in well MW-13; chloride in well MW-13; and for <br /> calcium, magnesium, and sodium in well MW-18 will be performed in November 2012 during <br /> the fourth quarter 2012 monitoring event, and in December 2012. The results of the <br /> confirmation sampling will be provided under separate cover. <br />
