Final Construction Quality Assurance Report— WMU FU -13 <br />Forward Landfill <br />• 4.0 EARTHWORKS CONSTRUCTION <br />As the earthworks construction was implemented, GLA's CQA Monitors performed construction <br />monitoring and earthworks testing. This section describes the CQA tasks associated with the <br />construction of the earthworks components of the WMU FU -13 composite liner system. The <br />elements monitored and tested by GLA's CQA Monitors and discussed within this section <br />include preparation of the existing subgrade and placement of subgrade fill soils; placement of <br />the low permeable clay liner soils; installation of the LCRS coarse gravel and granular drainage <br />material; and placement of the operations layer soils. <br />The earthworks CQA activities performed by GLA for the WMU FU -13 composite liner <br />construction included: <br />• monitoring of the subgrade preparation; <br />• collecting samples of the subgrade fill soils for laboratory testing; <br />• monitoring and testing of the subgrade fill soils during placement; <br />• collecting samples of the low permeable clay liner soils for laboratory testing; <br />• monitoring and testing of clay liner soils during placement, including collection of in situ <br />• soil samples for laboratory permeability testing; <br />• reviewing geotechnical laboratory testing results for compliance with project <br />specifications; <br />• observing installation of the granular drainage material and coarse gravel for the LCRS; <br />• monitoring placement of protective operations layer soils, and <br />• monitoring the moisture conditioning and placement of the earth fill soils for the <br />termination berms. <br />4.1 EXCAVATION <br />The majority of the excavation was completed prior to GLA arriving on-site. Therefore, only <br />minor excavation and shaping of the slopes was required within WMU FU -13. Prior to <br />excavation, clearing and grubbing activities were conducted for removal of deleterious <br />materials such as grass, roots, or other organic vegetative materials. Upon completion of the <br />excavation, RJA and Associates surveyed the as -built subgrade. The survey was reviewed by <br />GLA for completeness. <br />4.2 SUBGRADE FILL/ BUTTRESS <br />• Subgrade/buttress fill soils were used in FU -13 on the 4:1 slope, bench, and 2:1 slope.
