Final Construction Quality Assurance Report—WMU FU-13
Forward Landfill
soil was obtained from the Cell floor excavation. The soil was ripped and moisture conditioned •
before being collected by scrapers for placement. Compaction was achieved by a CAT 825
sheepsfoot compactor and scraper traffic. Additional moisture was added as needed by water
truck. Rough grading was accomplished by the CAT D6 w/GPS. Finish grading on the 4:1 slope
was accomplished by a CAT 140H blade; and by a CAT D6 dozer on the 2:1 slope. Finish grade
surveying was provided by RJA and Associates.
CQA monitored all activities during placement of the slope areas and performed nuclear
method moisture-density tests in subgrade/buttress fill soils placed on the 2:1 and 4:1 slopes.
The Specifications require that the subgrade fill soils be compacted to a minimum 90%of ASTM
D1557 (modified Proctor), at a moisture content within 4% of the Proctor OMC (Optimum
Moisture Content).
All of the subgrade/buttress fill soils were placed on the slope area. The Contractor built the 2:1
slope using the slope bench method. The Contractor used 637 CAT scrapers to transfer
moisture conditioned subgrade fill soils from the floor cut area and spread it out in "thin" 6-
inch to 8-inch loose lifts on the slope bench. Additional water was added in the fill as needed
and compaction achieved by the CAT 825 sheepsfoot and scraper traffic. Each lift placed on the •
floor was wheel-rolled by 2 loaded scrapers and then scarified by the CAT 825 before the next
lift was placed.
During placement of the subgrade fill soils, GLA's CQA Monitor obtained soil samples for
laboratory testing. These test results were compared to the moisture-density tests performed
in the field to assure that the material was being placed, moisture conditioned, and compacted
according to the project Specifications. Approximately 50,000 cy of subgrade and buttress fill
soils were placed on the slope areas of FU-13. The finished grade survey of the
subgrade/buttress fill soils was performed by RJA and Associates. The laboratory tests and field
testing results for the subgrade/buttress fill soils are included in Appendix C.
Modified Proctor (ASTM D-1557): GLA's CQA Monitor performed 10 modified Proctors (ASTM
D-1557A) on the subgrade/buttress fill soils, which corresponds to a frequency of 1 test per
5,000 cy. A summary of these test results is shown in Table 3, and all test results are included in
Appendix C.
Grain Size Analysis and Atterberg Limits of Subgrade Fill Soils: 11 sieve analyses (ASTM D422),
and Atterberg limits tests (ASTM D4318), were performed on subgrade/buttress fill soils. A
summary of the test results is also included in Table 3. Detailed results of these tests are •
10 Geo-Logic
ASSOCIATES
