Final Construction Quality Assurance Report — WMU FU -13 <br />Forward Landfill <br />• Modified Proctor (ASTM D-1557): GLA's CQA Monitor performed 8 moisture -density <br />relationships tests (ASTM D -1557A Proctor), on the low permeable clay liner soils. These <br />reference curves were used in the field during compaction testing and compared to the <br />moisture and compaction of the in situ clay liner after placement by the Contractor. These tests <br />performed by GLA's CQA Monitor correspond to a frequency of one test per 1,675 cy of <br />material, and satisfies the minimum required frequency of 1 test per 5,000 cy. Results of these <br />tests are included in Appendix D. <br />Atterberg Limits and Grain Size Analysis of Clay Liner Soils: GLA's CQA Monitor's testing of the <br />low permeable clay liner soils included Atterberg limits determination (ASTM D-4318); and <br />sieve analysis (ASTM D-422), including -200 wash (ASTM D-1140). The specified frequency for <br />these tests was 1 test per 2,500 cy; GLA's CQA Monitor performed 6 Atterberg limits and 8 <br />sieve analyses on the low permeable clay liner soils, at a testing frequency of 1 test per 2,233 cy <br />and 1,675 cy, respectively. Results of these tests are included in Appendix D. <br />Moisture and Density Testing: GLA's CQA Monitor recorded 81 passing nuclear method in- <br />place unit weights (ASTM D-2922) and in-place moisture contents (ASTM D-3017) during the <br />compaction of the low permeable clay liner soils. The total number of passing tests recorded <br />• corresponds to a frequency of 1 test per 161 cy, which satisfies the minimum required <br />frequency of 1 test per 250 cy. In addition, "grab" samples were collected at random moisture - <br />density test locations for oven and micro wave moisture determination. The "grab" moisture <br />samples are used to check the accuracy of the nuclear moisture -density gauge. It was <br />determined that the oven moisture contents were within acceptable range of the nuclear gauge <br />moisture contents. A total of 33 "grab" moisture contents (ASTM D-2216) were performed at <br />the specified frequency of 1 per 406 cy, which satisfies the minimum test frequency of 1 test <br />per every 2,500 cy of material placed. Areas that failed to meet the acceptable compaction and <br />moisture content were reworked and retested until a passing result was achieved. Summaries <br />of the field nuclear method moisture -density testing are included in Appendix D. <br />Density Verification: To verify the accuracy of the in situ soil densities determined by the <br />nuclear gauge, sand cone tests were performed, in conjunction with the nuclear gauge tests, at <br />random locations. The wet density values obtained by the sand cone test were compared to the <br />nuclear gauge results. Five sand cone tests were performed in the compacted low permeable <br />clay liner soils at a frequency on 1 test per 2,680 cy, which satisfies the minimum specified <br />frequency of 1 sand cone test per 5,000 cy.
