1-7 <br /> Construction Management <br /> A construction management team will be on-site during the entire period of closure <br /> construction. The team will be under the direction of a Construction Manager, who will <br /> supervise construction of the various features included in the closure plan. The <br /> Construction Manager will coordinate the activities of the on-site contractor(s) and will <br /> provide liaison among Allied landfill staff, the design engineers, and the contractors. Other <br /> key staff may include a Site Engineer and Construction Inspector(s). A survey crew and a <br /> geotechnical CQA crew will be present, as required. <br /> Survey Control <br /> The survey control crew, under the direction of44+4eda contractor or landfill personnel, will be <br /> responsible for the surveyed location of the closure plan improvements and for record <br /> drawing information. They will be responsible for documenting that the various components <br /> of the cover conform to the grade and/or thickness requirements of the construction <br /> drawings and specifications. <br /> CQA for Final Cover Placement <br /> The construction specifications include a CQA Plan for final cover placement. A geotechnical <br /> CQA crew, working under the direction of a Geotechnical Engineer, will be on-site fulltome <br /> during the placement of the final cover to monitor compliance with cover design and <br /> installation methods included in the COA Plan . The CQA personnel will <br /> have day-to-day responsibility to observe cover placement work and to test and evaluate <br /> whether the cover is constructed according to specifications. <br /> 1.5 Estimate of Closure Date <br /> The landfill will be closed incrementally as each stage reaches final grades (see Section <br /> 1.2). As discussed in Section 1.2, the first staged closure project was split into two-three <br /> separate construction stages (i.e., Stage IA:and-Stage IB, and Stage IC) with Stage IA closed <br /> in 2006 and Stage IB closed in 2011. It should be noted that the base liner construction <br /> "Phases" do not correspond to the Closure Stages. In addition, the actual closure dates for <br /> each stage will depend primarily on the amount of refuse received ^����e, although <br /> operational factors and/or design considerations may also increase or decrease available <br /> air space,. which can also affect an individual staged closure date. Therefore, subsequent <br /> staged closure dates were not prepared for Stages II through VIII. Two years prior to <br /> reaching final fill elevation for each stage, a p2artial FCPCMP final plan will be <br /> prepared and submitted for review and approval from those regulatory agencies having <br /> jurisdiction over the FL. The overall site current permitted closure year date-is 20211-7. <br /> Stage VIII for the FL closure will be implemented at that time. <br /> 1.6 Site Security <br /> The FL is secured with perimeter fencing and locking gates. The FL is not open to the public <br /> so access to the staged closure areas will be limited to site personnel.
