1-10
1.8.9 Groundwater Monitoring System
No costs are associated with this category since additional groundwater monitoring facilities
are not proposed for the site at closure.
1.8.10 Engineering Design
This category includes costs for obtaining regulatory agency approvals for closure and for
the preparation of construction level engineering design plans and specifications for bid
purposes. This cost also includes engineering support during closure construction (e.g.,
providing assistance to Contractor's Request for Information [RFI]). This cost assumes
approximately percent of the total closure construction cost (based on industry standards
ji.e., ASCE Manual 45, 1981]) is needed for engineering design.
This ees us assumed too be 1 .5 the-scenstciuctien cost.
Tnrrc
1.8.11 Construction Management
The construction management cost for the FL is based on the closure construction period.
This cost is assumed to be 4 percent of the construction cost. Included in the construction
management cost are costs associated with the construction office trailer and equipment,
utility hook-ups, a construction manager, a site engineer, and an administrative assistant.
1.8.12 Partial Final Closure and Post-Closure Maintenance Plan Preparation
This category covers the cost to prepare a Partial Final Closure Plan for the Stage VIII
Closure area.
1.8.13 Contingency
A 20 percent contingency factor has been added to the construction cost estimate.
1.9 Post-Closure Maintenance Cost Estimate
The post-closure maintenance cost estimate has been prepared to reflect estimates of
manpower, materials and equipment to maintain FRB Landfill in compliance with current
applicable regulations. The maintenance and monitoring costs were developed utilizing
current regulations and applicable requirements. In the event that changes occur in the
regulatory conditions pertaining to FRB, these estimates will be adjusted accordingly, as
required, and submitted to the LEA, CalRecycle, and RWQCB. The total 30-year post-closure cost estimate was calculated by
multiplying the annual cost by 30.
