1-3 <br /> The landfill gas control system will be installed, as the site is developed. Permanent gas <br /> migration monitoring probes have been or will be installed prior to the closure of each <br /> staged construction period. The landfill gas system will be taken off-line and those drainage <br /> control system features over refuse will be removed while the final cover is placed and then <br /> reinstalled. The landfill gas well head stations will be extended up through the final cover <br /> through synthetic boots and then reconnected. <br /> Closure Stages <br /> Stage I was split into twothree separate construction stages with Stage IA closed in 2006. <br /> The 2005Stage IA Partial Final Closure Plan/Post-Closure Maintenance Plan Partial <br /> FCPCMP) (June 2005, BAS) provides the detailed information on the purpose and design of <br /> the Stage IA area and is included as Attachment 1. The closure of Stage 1A involved <br /> approximately 30 acres. Similar to Stage 1A, Stage 1B was closed in accordance with the <br /> Stage 1B Partial FCPCMP (June 2011, SWT) and is included as Attachment 2. Staj�e 1B is <br /> an approximate 20-acre slope area. This area also includes a portion of the final fill slopes <br /> on the north side of the landfill. <br /> Staged closure of the FL will be conducted throughout the development of the landfill. <br /> GurFently, it is antieipated that the Stage 113 area will be elosed iR the near term based on <br /> refuse inflow Fates. Subsequent staged closure dates are subject to future refuse inflow <br /> rates. Partial FCPCMPs will be submitted two years prior to <br /> reaching final fill elevations for each stage based on the refuse inflow rates for the <br /> preceding closure stage. In addition, a Construction Quality Assurance (CQA), including <br /> closure certification, will be completed for each closure stage to verify proper final closure <br /> construction. <br /> Stage I <br /> Stage I is an approximate 90.2-acre area, as shown on Figure 1. This area includes the final <br /> fill slopes on the northern and southern portions of the landfill from the edge of the base <br /> liner system up to an elevation of 150 feet above mean sea level (AMSL). The Stage I area <br /> was/will be closed in two,-three paAs-sj es (Stage IAS a d-IB, and IC). Stage IA was closed <br /> in 2006 in response to actions requested by the Regional Water Quality Control Board <br /> RW CB , Central Valley Region. A Partial FCPCMP reflecting the <br /> closure of the Stage IA area was submitted and approved by the regulatory agencies in <br /> 2005 and Stage IB was closed in 2011. The Stage IA and IB areas consisted of_-3050.2 <br /> acres, therefore, the remaining 40-60.0 acres will be closed as part of Stage tBAC <br /> closure. The closure volume estimates are based on a permitted maximum waste fill ap4e <br /> ae-elevation of X50210 feet AMSL (see JTD Drawing 3-Final Grading Plan) down to the <br /> master p! base grades (see JTD Drawing 4-Base Grading Plan).
