The combined landfills are referred to as the <br /> Forward Landfill hereafter, The Forward Landfill is regulated by two monitoring programs <br /> including the RWQCB WDR Order No. R5-2003-0049; and the Department of Toxic Substances <br /> Control (DISC)Post Closure Permit No. CAD 990794133. A separate annual report is <br /> submitted to the DTSC in March each year addressing the Post Closure Permit Requirements and <br /> focuses on Waste Management Unit(WMU)A. 1-lcowever,all analytical data ware provided in <br /> each report and the requirements of each program are being satisfied. This report presents <br /> quarterly saam ling results fcor the reporting period dating from October 1 to December 31,2012 <br /> (fourth quarter 2012). During the fourth quarter 2012 monitoring period,no notices of violation <br /> (NOV)was issued by the Sian Joaquin County Environmental Health Department. <br /> For the Forward Unit,no:significant changes in the water duality analytical results were rooted. <br /> Dearing the fourth quarter 2012,diisopropyl ether(DIFF),-vas measured in the sample from well <br /> MW-2A(1,1 pg/L)and acetone was measured in the sample; from well. 1MW-10(35 pg/L). It <br /> should be noted that acetone is a common laboratory contaminant. No other volatile orgastic: <br /> compounds(VOCs)were detected in the Forward Unit groundwater monitoring dwells. <br /> Concentration.Limits(CLs)were exceeded for one or more inorganic constituents in wells <br /> MW-2A, MW-3,MW-10, MW--13,MW-14, and MW-15. However,previously submitted no <br /> release demonstrations for the Forward Unit have concluded that the CL exceedances for similar <br /> inorganic constituents are not a result of a release fi°om the facility. <br /> Surface water samples collected from the Forward and Austin Units during the fourth quarter <br /> 2012 monitoring period are generally consistent with each other and no VOCs were detected. <br /> These results suggest that landfill operations are not impacting surface water. <br /> The annual letachaate monitoring results for the Forward Unit are generally similar to historical <br /> results, Seven VOCs,two semi-VOCs(SVOCs), 12 dissolved metals constituents,and <br />
