in 2012 mimics annual patterns over the history of monitoring. Hydrographs depicting <br /> historical groundwater elevations are presented in Appendix D and indicate generally <br /> static trends. During the 2012 monitoring year, the groundwater flow direction was <br /> generally to the north and northeast toward the Austin Unit with an average hydraulic <br /> gradient of 0.003 ft/ft. <br /> Groundwater quality conditions beneath the Forward Unit during the 2012 monitoring <br /> year are generally similar to those observed in previous monitoring years. For inorganic <br /> constituents, CLs were exceeded during all four quarterly monitoring periods in Forward <br /> Unit wells MW-2A and MW-15; during three quarterly monitoring periods in wells <br /> MW-13 and MW-14; during two quarterly monitoring periods in wells MW-3, MW-16, <br /> MW-18, and MW-19; and during one monitoring period at wells MW-10 and MW-24. <br /> For organic constituents, DIPS was measured above the PQL at well MW-2A during <br /> three of the quarterly monitoring events and at well MW-16 during two of the quarterly <br /> monitoring events. Additionally, acetone, a common laboratory contaminant was <br /> measured above the PQL during the fourth quarter 2012 monitoring event. Estimated <br /> trace concentrations of one or more VOCs were measured at wells MW-14 and MW-18 <br /> during the 2012 monitoring year. On behalf of Forward Inc., GLA prepared a letter <br /> report dated February 14, 2001 (RWQCB Case No. 2209),to assess the source and <br /> potential impacts of low-level VOCs in groundwater adjacent to the Forward Landfill. <br /> The letter report concluded that the sporadic detection of low-level VOCs in groundwater <br /> (and lysimeter samples) at the Forward Unit are most likely due to landfill gas from <br /> unlined unit WMU-B. Forward has continued to minimize gas related impacts to <br /> groundwater by minimizing interim fill areas that promote ponding of water. Forward <br /> continues to install additional landfill gas extraction wells, as needed. <br /> Surface Water <br /> Site run-on and run-off control facilities are designed to effectively channel surface water <br /> to lined holding and evaporation ponds on site. According to the Operations Manager, no <br /> surface water was discharged from the facility during the 2012 monitoring year. Samples <br /> were collected during the fourth quarter 2012 from surface water stations FSW-1 and <br /> FSW-2. Surface water monitoring stations FS -1 and FSW-2 were reported dry during <br /> all other 2012 quarterly monitoring events. Comparisons of the water quality data from <br /> upgradient(FSW-1) and downgradient(FSW-2) surface water stations during the 2012 <br /> monitoring year indicates similar concentrations, suggesting that landfill operations are <br /> not impacting surface water quality. <br /> Leachate Monitoring <br /> Leachate sumps are inspected for the presence of leachate and observations are recorded <br /> at least weekly by Forward Landfill personnel. If leachate is detected in a sump it is <br /> pumped into the surface impoundment(WMU ) for evaporation. During the 2012 <br /> monitoring year, leachate was observed at all of the holding areas except WMU D-87 and <br /> C:\20I2-0025\FA4Ql2.doc 15 Geo-Logic Associates <br />
