This report presents quarterly sampling results for the <br /> reporting period dating from January 1 to March 31, 2013 (first quarter 2013). In addition, the <br /> analytical results for the five-year constituents of concern(COC)monitoring event are also <br /> included in this report. <br /> According to the Forward Landfill Operations Manager, standard observations have been <br /> conducted weekly during the reporting quarter. The Forward Landfill Operations Manager also <br /> reported that no surface water was discharged from the facility during the reporting period. <br /> During the first quarter 2013 monitoring period, no notices of violation were issued by the San <br /> Joaquin County Environmental Health Department. <br /> For the Forward Unit,environmental monitoring for the first quarter 2013 yielded results similar <br /> to previous quarters. Non-statistical exceedances for volatile organic compounds (VOCs) were <br /> identified at well MW-2A and MW-10. However,trend analyses indicate that there were no <br /> statistically significant increasing temporal trends calculated for the VOCs detected in wells <br /> MW-2A and MW-10. For the routine inorganic monitoring parameters, concentration limits <br /> (CLs) were exceeded for constituent concentrations in wells MW-2A, MW-13, MW-14, MW-15, <br /> and MW-23R. With the exception of nitrate-N concentrations in well MW-14 and sulfate <br /> concentrations in well MW-15,trend analyses indicate that there were no statistically significant <br /> increasing trends calculated for the CL exceedances during the current monitoring period. <br /> Previously submitted No Release Demonstrations for these common inorganic constituents at the <br /> Forward Unit have concluded that the CL exceedances are not the result of a release from the <br /> Forward Unit. <br /> Surface water samples collected from the upstream and downstream surface water monitoring <br /> stations during the first quarter 2013 monitoring period are generally consistent with each other <br /> and no VOCs were detected. These results suggest that landfill operations are not impacting <br /> surface water. <br />
