Water quality Monitoring Report <br /> Forward Landfill <br /> In response to continued detection of VOCs in groundwater downgradient of the Austin <br /> Road Unit, the RWQCB issued a Cleanup and Abatement Order (CAO) on December 8, <br /> 2008. Under the CAO, Forward has installed 24 additional groundwater monitoring <br /> wells (five of which were later abandoned) to help define the vertical and lateral extent <br /> of VOCs in groundwater downgradient of the Austin Road Unit. <br /> WDR Order No. 115-2014-0006 was formally adopted by the RWQCB on February 14, <br /> 2014. <br /> 1.3 Standard Observations <br /> In accordance with Monitoring and Reporting Program (M&RP) Order No. 85-2014- <br /> 0006, Section A.6.d, Forward personnel conducts Standard Observations for the landfill <br /> units, along the perimeter of the landfill units, and for receiving waters. As provided in <br /> Appendix A, these observations include identification of evidence of liquids entering or <br /> leaving the landfill, indications of ponding on the landfill or erosion of the landfill cover <br /> soils, and identification of strong landfill gas odors. No unusual conditions were <br /> identified by Forward personnel during the second quarter 2014 monitoring period. In <br /> addition to Forward's inspections, the San Joaquin County Environmental Health <br /> Department (CEHD) performed monthly inspections at the facility on April 23, May 22, <br /> June 20, 2014. No Notices of Violation (NOVs) were issued by the RWQCB or CEHD <br /> during the monitoring period. Completed inspection forms are presented in Appendix <br /> A. <br /> Pursuant to the Forward Landfill Odor Control Management Plan (Forward, 2009), <br /> Forward Operations manager performs weekly monitoring for odors on the landfill <br /> surface and along the perimeter of the landfill. In the event that an odor complaint is <br /> made by the public, Forward performs an immediate investigation to identify the source <br /> of the odor. Following confirmation of an odor the source is identified and mitigation <br /> measures are implemented. <br /> 1.4 Solid Waste/Compost Facility Monitoring <br /> According to the Forward Landfill Operations Manager, Forward Landfill received a total <br /> of 209,682 tons of solid waste during the second quarter 2014 (Appendix A). Figure 1-2 <br /> shows the approximate location of waste placement during the monitoring period. In <br /> addition, the compost facility received 8,833 tons of green waste and produced 4,525 <br /> tons of compost during the second quarter 2014 (Appendix A). During the second <br /> quarter 2014 monitoring period, compost facility retention basins were reported dry <br /> and no leachate from compost stockpiles or compost windrows were noted by Forward <br /> personnel. <br /> M:\2014.0012\FA_2Q14rev.docx 3 <br /> 9/5/2014,Rev.1 <br />
