Water Quality Monitoring Report
Forward landfill
1.5 Landfill Gas Monitoring
In accordance with Title 27 California Code of Regulations (27CCR), Article 6, SCS Field
Services (SCS) conducts quarterly monitoring of perimeter gas probes and on-site
structures at the Forward Landfill. During the second quarter 2014 monitoring period,
no methane gas exceeded the regulatory limit of five percent by volume in perimeter
gas probes and no on-site structures tested were in excess of 1.25 percent by volume in
air. As part of the CAP, Forward operates a landfill gas (LFG) extraction system to
control LFG emissions (i.e. source control). SCS performs the operations and
maintenance (O&M) for the LFG extraction system and blower/flare station (BFS).
Summary tables for the BFS, LFG extraction wells, and the second quarter 2014
perimeter LFG monitoring probe and on-site structure testing report are presented in
Appendix B. During the second quarter 2014 monitoring period SCS reported 38.4 hours
of downtime for the BFS. Based on the BFS data and 2013 Emissions Test Report results
Herst & Associates (Herst, 2014) reported that the LFG extraction system removed
approximately 27,242 pounds of VOCs for the second quarter 2014. A summary of the
LFG and destruction system operations and maintenance for the second quarter 2014
are presented in Appendix C.
1.6 Cannery Waste Land Application Monitoring
Cannery waste and land application monitoring (CWLAM) began June 11, 2014 and
groundwater analytical results for the CWLAM detection monitoring system are
presented in Section 3.1.6. Inspection logs, weekly total mass nitrogen application, and
composite waste sample analytical results for the GWLAM are presented in Appendix D.
2.0 FORWARD UNIT
2.1 Water Quality Monitoring
2.1.1 Sampling and Laboratory Analyses
During the second quarter 2014, Del-Tech Environmental Support Services (Del-Tech)
measured depth-to-water (DTW) from all Forward Unit wells except well MW-19 on
April 16, 2014. With the exception of well MW-19, samples were collected from all
Forward Unit wells, including domestic well DW-9690, on April 16 and 17, 2014. Well
MW-19 was reported damaged during the original sampling event. Following repairs,
well MW-19 was sampled on June 4, 2014. Soil-pore liquid samples were collected from
four lysimeters on June 26, 2014. Del-Tech reported that all surface water monitoring
stations were dry during the monitoring period.
Samples were collected by Del-Tech from each sample point containing sufficient liquid
and submitted to BC Laboratories (BC) of Bakersfield, California, a state certified
laboratory under contract to Forward. The second quarter 2014 samples were analyzed
M:\2014.0012\FA_2Q14rev.docx 4
9/5/2014,Rev.1
