Quarterly Progress Report—Second Quarter 2014 <br /> Austin Unit,Forward Landfill Page 3 <br /> destruction system undergoes periodic maintenance to re-balance the collection vacuums to produce the <br /> highest percentage of landfill gas(e.g.,methane)and to minimize the collection of oxygen. <br /> According to SCS Field Services, Inc.,the landfill gas collection and destruction system experienced <br /> the following periods of downtime during the second quarter 2014: <br /> • April 30,8:45 a.m.—9:18 a.m.:Flare A-2 shut down for alarm testing. <br /> + April 30, 12:08 p.m.—3:20 p.m.:Flare A-2 shut down for alarm testing and system <br /> maintenance. <br /> • May 1,3:26 am.—1:13 p.m.:Flare A-2 shut down for system construction activities. <br /> • May 3,2:37 a.m.—8:53 a.m.:Flare A-2 shut down for system construction activities. <br /> • May 3,9:20 am.—12:23 pm.:Flare A-2 shut down for system construction activities. <br /> • May 5, 11:00 a.m. —12:47 p.m.:Flare A-2 shut down for testing. <br /> + May 5, 1:46 p.m.—2:12 p.m.:Flare A-2 shut down for testing. <br /> • May 6, 11:48 a.m.—3:16 p.m.:Flare A-2 shut down during testing of Flare A-1. <br /> • June 17, 11:19 a.m.—2:16 p.m.:Low temperature shut down of Flare A-2. <br /> • June 25,4:43 a.m.— 11:39 am.:Flare A-2 shut down for system construction activities. <br /> Based on information provided by SCS Field Services,Inc.,the landfill gas extraction and destruction <br /> system operated at approximately 1,800 to 3,011 cubic feet per minute during the second quarter 2014. <br /> This is equivalent to about 2,592,000 to 4,345,840 cubic feet per day. Based on the June 25, 2013 <br /> Annual Compliance Emissions Test Report prepared by Blue Sky Environmental, Inc., Flare A-2 <br /> destroys an average of 12.7 lbs/hour of non-methane organics, and back-up Flare A-1 destroys an <br /> average of 10.7 lbs/hour of non-methane organics. Non-methane organics are considered equivalent to <br /> VOCs. During the period of April 1 through June 30,2014,Flare A-2 operated approximately 2,145 <br /> hours out of a possible 2,184 hours (98.2% operational rate).
