Water Quality Monitoring Report <br />Forward Landfill <br />Value Engineering conducted a continuity test of the leachate collection and removal <br />system (LCRS) on August 22 and 23, 2014 at the Forward Unit. The tracer dye test <br />results indicate that continuity is present across the LCRS units WMU-F North, and no <br />excessive leachate is backed up in the drainage layer or sump of the LCRS units. <br />4.5 Austin Unit <br />4.5.1 Groundwater <br />Groundwater elevations measured during the 2014 monitoring year generally reflect <br />seasonal precipitation patterns. Hydrographs depicting historical groundwater <br />elevations are presented in Appendix G and indicate generally static trends. During the <br />2014 monitoring year groundwater flow was generally directed to the north and <br />northeast at a gradient between 0.001 ft/ft to 0.003 ft/ft with a slight groundwater <br />mound in the vicinity of the GTF infiltration pond north of the Austin Road Unit. <br />Groundwater quality conditions beneath the Austin Unit during the 2014 monitoring <br />year are generally similar to those observed in the previous monitoring year. The <br />following table summarizes inorganic CL exceedances for DMP wells during the 2014 <br />monitoring year. <br />Austin Unit CL Exceedances for 2014 Monitoring Year <br />0 Inorganic Constituents <br />Well <br />Constituent 2014 Monitoring Period(s) CL <br />was Exceeded <br />AMW-6 <br />Bicarbonate 3r <br />AMW-7 <br />Calcium ISt & 3r <br />Although CL exceedances were noted for wells AMW-6 and AMW-7, none of the CL <br />exceedances were consistently exceeded over the 2014 monitoring year. In addition, <br />one or more VOCs were consistently detected at quantifiable concentrations in well <br />AMW-6. No other VOCs were detected in DMP wells over the 2014 monitoring year. It <br />should be noted, however, this well was misidentified as a DMP well in the new WDR <br />and Forward has requested that well AMW-6 be reclassified as a CAP well.. <br />In the CAP/EMP wells, 17 of 28 CAP/EMP wells reported one or more VOCs exceeding a <br />PQL during the 2014 monitoring year, with CAP well AMW-1 having the greatest number <br />of VOCs. An annual report discussing the CAP and EMP monitoring results including a <br />comprehensive discussion of any corrective actions taken or planned was prepared by <br />Herst & Associates (Herst, 2014) and is included in Appendix H. In response to <br />continued detection of VOCs in groundwater downgradient of the Austin Road Unit, the <br />RWQCB issued a CAO on December 8, 2008.
