Water Quality Monitoring Report
Forward Landfill
The following table summarizes CL exceedances for VOCs during the 2014 monitoring
year.
Non -Statistical Indication of Release 2014 Monitoring Year — VOCs
Well Constituent 2014 Monitoring
Period(s) CL was
Exceeded
MW -2A Diisopropyl Ether (DIPE) 15t, 3r , & 4`
MW -17 Chloroform* 3r
Trichlorofluoromethane* 3r
Notes: * - Measured at an estimated -trace concentration.
As discussed in Section 2.1.4, the occurrence of DIPE in well MW -2A is not believed to
be related to a release from the facility, since no other samples collected contained
measureable DIPE over the post year, but is believed to be related to the groundwater
mounding near the entrance of the landfill from irrigation of the landscaping. For
intermittent low-level VOC, GLA prepared a letter report dated February 14, 2001
(RWQCB Case No. 2209), to assess the source and potential impacts of low-level VOCs in
groundwater adjacent to the Forward Landfill. The letter report concluded that the
sporadic detection of low-level VOCs in groundwater at the Forward Unit are most likely
due to landfill gas from unlined unit WMU-B.
4.4.2 Surface Water
Site run-on and run-off control facilities are designed to effectively channel surface
water to lined holding and evaporation ponds on site. According to the Operations
Manager, no surface water was discharged from the facility during the 2014 monitoring
year. With the exception of the fourth quarter 2014, the surface water surface water
stations were reported dry. Comparisons of the water quality data from upgradient
(FSW-2) and downgradient (FSW-1) surface water stations during the 2014 monitoring
year indicates similar concentrations and no VOCs were detected suggesting that landfill
operations are not impacting surface water quality.
4.4.3 Leachate Monitoring
Leachate sumps are inspected for the presence of leachate and observations are
recorded at least weekly by Forward Landfill personnel. If leachate is detected in a
sump it is pumped into the surface impoundment (WMU-F North) for evaporation.
During the 2014 monitoring year, leachate was observed at all of the holding areas
except WMU D-87 and WMU D-88 A/B and according to the Operations Manager, no
leachate was taken off site during the 2014 monitoring year. Freeboard at WMU-F
. North ranged from approximately 3.83 to 10.92 feet during the 2014 monitoring year.
M:\ 2014.0012\FA_4Q14.docx 16
1/28/2015, Rev. 0
