Water Quality Monitoring Report <br /> Forward Landfill <br /> 1.5 Landfill Gas Monitoring <br /> In accordance with Title 27 California Code of Regulations (27CCR), Article 6, SCS Field <br /> Services (SCS) conducts quarterly monitoring of perimeter gas probes and on-site <br /> structures at the Forward Landfill. During the third quarter 2014 monitoring period, no <br /> methane gas exceeded the regulatory limit of five percent by volume in perimeter gas <br /> probes and no on-site structures were in excess of 1.25 percent by volume in air. As <br /> part of the CAP, Forward operates a landfill gas (LFG) extraction system to control LFG <br /> emissions (i.e. source control). SCS performs the operations and maintenance (0&M) <br /> for the LFG extraction system and blower/flare station (BFS). Summary tables for the <br /> BFS and LFG extraction wells, and the third quarter 2014 perimeter LFG monitoring <br /> probe and on-site structure testing report are presented in Appendix B. During the third <br /> quarter 2014 monitoring period SCS reported 0.7 hours of downtime for the BFS. Based <br /> on the BFS data and 2014 Annual Compliance Emissions Test Report, Herst &Associates <br /> (Herst, 2014) reported that the LFG extraction system removed approximately 37,960 <br /> pounds of VOCs for the third quarter 2014. A summary of the LFG and destruction <br /> system operations and maintenance for the third quarter 2014 are presented in <br /> Appendix C. <br /> 1.6 Cannery Waste Land Application Monitoring <br /> Cannery waste and land application monitoring (CWLAM) and groundwater analytical <br /> results for the CWLAM detection monitoring system are presented in Section 3.1.6. <br /> Inspection logs, weekly total mass nitrogen application, and composite waste sample <br /> analytical results for the GWLAM are presented in Appendix D. <br /> 2.0 FORWARD UNIT <br /> 2.1 Water Quality Monitoring <br /> 2.1.1 Sampling and Laboratory Analyses <br /> During the third quarter 2014, Del-Tech Geotechnical Support Services (Del-Tech) <br /> measured depth-to-water (DTW) from all Forward Unit wells on August 25, 2014. <br /> Samples were collected from all Forward Unit wells, including domestic well DW-9690, <br /> between August 25 and 27, 2014. Soil-pore liquid samples were collected from four <br /> suction lysimeters on September 15, 2014, and from two pan lysimeters on October 6, <br /> 2014, after access to each pan lysimeter had been established. Del-Tech reported that <br /> all surface water monitoring stations were dry during the monitoring period. <br /> Samples were collected by Del-Tech from each sample point containing sufficient liquid <br /> and submitted to BC Laboratories (BC) of Bakersfield, California, a state certified <br /> laboratory under contract to Forward.
