2-1 <br />2.0 GENERAL <br />2.1 Background <br />The Forward Landfill in San Joaquin County, California, is an existing solid waste disposal <br />facility and also includes a transfer station/materials recovery facility (MRF) and composting <br />facility, known herein as the Resource Recovery Facility (RRF). The landfill and RRF were <br />permitted in 1973. The landfill and RRF are not open to the public. Both facilities are <br />located on the same property but have separate SWFPs. <br />The Forward Landfill is comprised of the former Forward Landfill and the former Austin Road <br />Landfill. The former Austin Road Landfill was located directly north of the former Forward <br />Landfill. The Austin Road Landfill was originally opened in 1954 and has operated <br />continuously until the present, except for a temporary closure from 1961 to 1963 and from <br />November 1999 to January 2001. The northern portion of the Forward Landfill <br />encompasses the former Austin Road Landfill (123.9 acres), which began accepting <br />municipal solid waste in 1954 and which does not contain a base liner or leachate <br />collection and removal system (LCRS). The top of the former Austin Road Landfill has been <br />graded to drain to the south, and a final cover was placed on a portion of the top and on the <br />entire original northern slope. Additional information regarding the WMUs currently located <br />within the former Austin Road Landfill is included in Section 4.1.1. The landfill has not been <br />opened to the public since 1964. In September 2000, Forward Inc. purchased the Austin <br />Road Landfill from the City of Stockton. <br />In April 2001, the County of San Joaquin granted Use Permit UP -00-7 to Forward Inc. to <br />combine the former Austin Road Landfill and the original Forward Landfill into a single <br />disposal facility with a single set of permits (e.g., SWFP and WDR). <br />2.1.1 Facility Owner and Operator (27 CCR, Section 216OO(b)(1)(A)) <br />The Forward Landfill is owned and operated by Forward Inc., a wholly-owned subsidiary of <br />Republic Services, Inc. The property is owned by Forward, Inc. <br />2.1.2 Operations Cycle (27 CCR, Section 21(b)(1)(A)) <br />The daily operations cycle at Forward Landfill consists of waste acceptance and unloading <br />(as regulated under a load checking program as discussed in Section 7.10); spreading and <br />compaction of the refuse; and placement of daily cover or alternative daily cover (ADC). <br />These procedures are discussed throughout this JTD. In addition, material handling <br />activities are conducted as discussed in Section 6.4 of this JTD. <br />2.2 Phased Closure <br />Forward Inc. has chosen to implement phased closure at the Forward Landfill. One of the <br />benefits to this approach is that the landfill is capped as it is developed and reaches the <br />permitted final grades, reducing and/or eliminating potential surface water infiltration while <br />providing enhanced landfill gas and odor control, as well as protection of attendant <br />groundwater.
