2-2 <br />Subsequently and in response to a compliance order from the RWQCB, Forward Inc. was <br />required to remediate leachate seeps observed along the north -facing exterior slopes. The <br />selected corrective action was to implement closure of those slopes, designated as Stage 1. <br />Stage 1 of the Forward Landfill was divided into two areas, Stage 1A and Stage 1B. In <br />accordance with the RWQCB's enforcement order, Republic prepared the Stage 1A Partial <br />Final Closure/Post-Closure Maintenance Plan (Partial FCPCMP) (June 2005, BAS & <br />Associates). This document was approved in 2006. The closure of Stage 1A involved <br />approximately 30 acres. Similar to Stage 1A, Stage 1B was closed in accordance with the <br />Stage 1B Partial FCPCMP (June 2011, SWT). Stage 1B is an approximate 20 -acre slope <br />area. This area also includes a portion of the final fill slopes on the north side of the landfill. <br />2.3 Site Location and Facility Overview <br />The Forward Landfill is located at 9999 South Austin Road in Manteca, California at <br />approximately Latitude 37 52' 39.38" and Longitude 12111' 23.90". The site is located in <br />Section 3 of Township 1S, Range 7E, Mount Diablo Baseline and Meridian (MDB&M), <br />Section 34 of Township 1N, Range 7E MDB&M, and Section 10 of Township 1S, Range 7E <br />MDB&M. The Assessor's Parcel Numbers (APN) for the site are 181-150-07, 181-150-08, <br />181-150-09, 181-150-10, 201-060-01, 201-060-02, 201-060-03, 201-060-04, <br />201-060-05, and 201-070-01. A site vicinity map and location map are both shown on <br />Drawing 1 and a Site Plan on Drawing 2. <br />The entire site area is 744 -acres based on Assessor's Parcel information. Approximately <br />144 acres of this area comprises the original Forward Unit, 244 acres comprises the former <br />Austin Road Unit, and 184 acres in the southwest corner is currently reserved as a buffer <br />area. Approximately 172 acres of the site incorporate the creeks, easements, entrance <br />facilities, scales, roadways, storage areas, borrow areas, maintenance areas, and other <br />miscellaneous operational areas. The various portions of the site area are summarized on <br />Table 3 and shown on Drawing 2. The landfill disposal area incorporates both existing and <br />future waste management units. The Forward Landfill acreage includes an 8 -acre <br />hazardous waste cell known as Waste Management Unit (WMU) A. WMU A was closed in <br />1989 and is currently complying with post -closure monitoring requirements. <br />The parcel referred to as the California Youth Authority (CYA) parcel encompasses <br />approximately 126.4 acres and is north of the Forward Landfill. The CYA parcel is restricted <br />by the terms of its acquisition to use as a borrow site, composting, and pre -approved <br />agricultural uses. This parcel also includes the recently constructed California Health Care <br />Facility (CHCF). <br />The triangular parcel is located in the northeast corner between Austin Road and the <br />entrance road to the northern part of the landfill and encompasses approximately 11 acres. <br />This parcel is intended for use as floodplain containment during the 100 -year storm event. <br />Directly south of the triangular parcel is a 10.3 -acre parcel for use as a wildlife preserve and <br />floodplain. <br />Forward Landfill SWT Engineering <br />Joint Technical Document - April 2014; Amended June 2014 <br />z:\projects\allied waste\forward\five year permit rvw 2013\itd-5 yr pr 2013\text\sec 2_final.doc <br />
