2-4 <br />2.5 Siting Restrictions <br />The Forward Landfill is not located in an area of rapid geologic change or near tidal waters. <br />As discussed in Section 3.4, there is no known Holocene fault within 200 -feet of the landfill <br />footprint. Forward Landfill is located between the North Fork and the South Fork of <br />Littlejohn's Creek. Based on the Federal Emergency Management Agency (FEMA) Flood <br />Insurance Rate Maps (FIRM) for the San Joaquin Valley, the Forward Landfill is located <br />within four FIRM Panels: 0490F; 0495F; 063017; and 0635F. Based on FIRM Maps, the <br />majority of the landfill is located within "Zone X", which are areas determined to be outside <br />the 0.2 percent annual chance being in a floodplain. The area east of Austin Road at the <br />North Fork of South Littlejohn's Creek is labeled as "Zone A0, (Depth 1)", which are areas <br />with flood depths of one to three feet. This information was factored into the North Fork <br />realignment of the South Littlejohn's Creek relocation design. The Forward Landfill is a <br />Class II disposal facility for which the permanent storm water run-off and drainage systems <br />have been designed to accommodate a 1,000 -year, 24-hour storm event. <br />In accordance with 27 CCR, Section 20270, owners/operators of landfills, existing and <br />proposed, are required to demonstrate that a landfill's design and operations will not pose a <br />bird threat to any local airport. In accordance with Subtitle D, Subpart B of 40 Code of <br />Federal Regulations (40 CFR), Part 258.10, owners/operators of existing and proposed <br />landfills are required to demonstrate that a landfill's design will not pose a bird hazard to <br />aircraft. This regulation is applicable to Forward Landfill since that landfill is located within <br />10,000 feet of an airport runway used by turbojet aircraft or within 5,000 feet of an airport <br />used by piston type aircraft. It should be noted that the Stockton Metropolitan Airport <br />serves both turbojet and piston type aircraft. The airport's turbojet Runway 29R is located <br />within 10,000 feet of the Austin Unit. The Forward Landfill is within the height limit zoning <br />plan contours for the airport (Figure 2). The peak elevation of the deck area for the Forward <br />Landfill is 200 feet above mean sea level (amsl) and from that point, final deck grades slope <br />down to 170 feet amsl in the area of the Austin Unit (see Drawing 3). This grading <br />configuration allows conformance with the height limit zoning plan contours for the Stockton <br />Municipal Airport (see Figure 2). The issue of the airport's proximity to the landfills was <br />addressed in the 1993 Environmental Impact Report (EIR) for the Forward Landfill <br />Expansion (LSA, 1993) and in the 1994 EIR for the Austin Road Landfill Expansion (ESA, <br />1994). A letter from the Stockton Metropolitan Airport (see Appendix B) stated "Further, in <br />reviewing our landfill inspection records of the last ten (10) years, I find no evidence of any <br />significant problems with bird hazards associated with this landfill". It should be noted that <br />mitigation measures were provided in the EIRs for both the Forward and Austin Road <br />landfills. The Forward Landfill prepared a demonstration (LGL Limited, September 2011) <br />and it has been placed in the operating record and the U.S. EPA has been notified, as <br />required. The Stockton Metropolitan Airport is located approximately one mile west of the <br />facility.
