2-3 <br />46 A portion of the site area is consumed by creek easements. The South Fork of South <br />Littlejohn's Creek is located in the southern portion of the landfill and its easement <br />comprises approximately 10.8 acres. The North Fork of South Littlejohn's Creek was <br />relocated north of the landfill footprint. The easement for relocation of the North Branch <br />comprised approximately 16.5 acres. <br />The site is bounded on its east side by Austin Road and on a portion of its west side by <br />Newcastle Road. The easements for Austin and Newcastle Roads are approximately 2 acres <br />each on land owned by Forward, Inc. Set backs from the property line to the limits of refuse <br />are set between 54 and 245 feet as shown on Drawing 3. <br />2.4 Land Use <br />Pursuant to the San Joaquin County 2010 General Plan, the land use designation for the <br />landfill is G/A (General Agricultural) and the zoning is AG -40 (General Agricultural, 40 -acre <br />minimum lot size). The San Joaquin County Development Title specifies that Major Impact <br />Services are allowed in AG -40 zone classification areas subject to a Use Permit. Major <br />Impact Services, which include sanitary landfills, are defined as land intensive activities that <br />must be located away from residences or concentrations of people due to the nature of the <br />operation's impacts. The existing Forward Landfill is currently operated under San Joaquin <br />County Land Use Permit UP -00-7 granted in 2003. <br />As discussed above, the site includes an approximate 126 -acre portion of the previously <br />owned CYA parcel north of the Forward Landfill. The CYA parcel is restricted by the terms of <br />its acquisition for use as a borrow site, composting operations, and/or pre -approved <br />agricultural uses. <br />Adjacent land uses include agricultural lands to the east, west, and south. The Northern <br />California Youth Correctional Center, a criminal detention facility, is located on Newcastle <br />Road approximately 1,900 feet from the northernmost perimeter of the refuse footprint and <br />approximately 300 feet north of the soil borrow area discussed above. Adjacent (east) to <br />the Youth Correctional Center is the recently constructed CHCF. The physical address of the <br />CHCF is 7707 S. Austin Road, Stockton, California 95215 (see Figure 1). <br />The Stockton Metropolitan Airport is to the west of the Forward Landfill with the end of the <br />nearest runway approximately one mile to the west. The Burlington Northern and Santa Fe <br />Intermodal Facility, a 470 -acre train/truck cargo transfer and storage facility, is located <br />approximately one mile northeast of the site, along the railroad main lines. <br />As shown on Figure 1, there is one residence located near the site (within approximately a <br />half mile or less). The residence at 9690 Austin Road is approximately 500 feet from the <br />landfill, on the east side of Austin Road across from the landfill's main entrance. This <br />dwelling is currently rented by Forward, Inc. and kept vacant. In addition, three residences, <br />with surrounding ancillary structures, are located on the east side of Austin Road, <br />approximately one mile north of the main landfill entrance.
