:1
4-3
has yet to be constructed. These leachate impoundments are classified as Class II surface
impoundments, in accordance with 27 CCR.
Soil treatment and sludge drying is permitted in WMU G. WMU G is divided into G -North and
G -South, according to whether they are north or south of the South Branch of the South Fork
of Littlejohn's Creek. WMU G occupies the same areas as WMU D and Future WMU H. The
WMU D units have replaced WMU G -North. The Future WMU H will replace the WMU G -
South (currently the site of the RRF) to accommodate waste disposal. Forward Inc. has not
treated soils or dried sludge during the last several years. If these activities were to occur,
appropriate lining systems would be installed.
The northern portion of the Forward Landfill encompasses the former Austin Road Landfill,
which began accepting municipal solid waste in 1954 and which does not contain a base
liner or LCRS. The top of the former Austin Road Landfill has been graded to drain to the
south, and a final cover was placed on a portion of the top and on the entire original
northern slope. WMUs FU --03, FU -04, FU -05, FU -06, FU -08, and FU -10 are located within the
former Austin Road Landfill. The northern portion of WMUs FU -03 through FU -08 overlie the
top of the former unlined Austin Road Landfill. Only Class III waste is permitted to be placed
above the top of the former Austin Road Landfill. The southern portion of these WMUs,
which have been constructed to meet Class II (designated waste) requirements for base
liners and LCRSs, are permitted to receive designated waste. Liners are placed to separate
the Class II waste in the southern portion of WMUs FU -03 through FU -10 from the Class III
waste located in the former Austin Road Landfill.
Future Permitted Waste Management Units
As depicted in Figure 9, future WMUs are currently permitted to the east of WMU F-10 and in
WMU Future H area (south of the South Branch), with liners and LCRSs similar to those
presently used. WMU Future H will replace WMU G -South (currently the site of the materials
recovery facility).
WMU F South is currently permitted to be constructed in the southwest corner of the existing
Forward Landfill, south of the South Branch of Littlejohn's Creek. WMU F South is permitted
as a Class II surface impoundment.
All of the areas that are permitted, but have not yet been constructed as waste management
units, have been disturbed and used for purposes ancillary to landfill and recycling
operations. Thus, these areas have been partially excavated for further cell development, or
used for soil borrow, resource recovery, or ancillary facilities such as stormwater and
sedimentation control.
Forward Landfill SWT Engineering
Joint Technical Document - April 2014
zAprojects\allied waste\forward\five year permit rvw 2013\jtd-5 yr pr 2013\text\sec 4-final.docx
